Result of Service

• Support and guidance provided to the update of the new National Waste Action Plan 2021-2025 in Georgia;
• Support provided to the preparation of the Waste Management Programme and Action Plan and the validations workshops for the elaboration of the National Waste Management Programme in Moldova;
• Substantive support is provided for the organization of the 3rd regional online workshop on EPR.
• Support the preparation of the EPR national technical reports for Belarus, Azerbaijan and Ukraine.

Duties and Responsibilities

The United Nations Environment (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The “European Union for Environment” (EU4Environment) aims to help the six EU’s Eastern partner countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine preserve their natural capital and increase people's environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.

UNEP, under EU4Environment component 2.4: Use of strategic approaches on waste management, will support partner countries in developing comprehensive sustainable waste management policies and policy instruments. More specifically, through the following key activities: (i) Activity 2.4.1: Developing draft action plan for waste management (national or municipal level) and (ii) Activity 2.4.2: Initiating/assisting the establishment of Extended Producers Responsibility schemes, UNEP will provide technical assistance to partner countries in the development of the National Waste Management Plans and the establishment of EPR schemes for the packaging waste streams.
The overall task of the International Consultant will be to support the implementation of EU4Environment Action through providing technical inputs, oversight and coordination for the activities related to the development of policies for Waste Management/extended producer responsibility (EPR). More specifically, the consultant will carry out the following tasks:

• Provide technical inputs to the elaboration of the National Waste Management Plan for Moldova
• Provide technical inputs to the development of the Waste Strategy and National Waste Action Plan 2021-2025 in Georgia;
• Coordinating activities and tasks for the establishment of the EPR schemes at the regional and country level (Ukraine, Azerbaijan and Belarus) through facilitation, coordination and monitoring and ensuring quality assurance of deliverables of national, international experts and implementing partners
• Preparing presentations (as short written notes or Power Point presentations) about national work plans and deliverables for relevant regional meetings/events;
• Liaison between the national focal points, national and international experts and EU4Environment partner agencies for the EU4Enviornment projects implementation in the six partner countries under EU4Environment Activities 2.4.1 and 2.4.2.

Qualifications/special skills

Skills:
• Excellent analytical, writing and communication skills
• Project management skills for EU's or inter-governmental agencies' projects is an advantage;
Academic Qualifications:
• Advanced University's degree in the field of environment protection, economy, waste management and other related field is required. A first level degree with additional two years of qualifying experience maybe accepted in lieu of Advanced degree.
Experience:
• Minimum 8 years of national and/or international consulting experience and/or policy drafting and analysis in the field of environment and waste management, capacity development projects in the South-East Europe, Eastern Europe, Central Asia and Caucasus is required.
• Experience in working with the public sector institutions in South-East Europe, Eastern Europe, Central Asia and Caucasus would be an advantage.
• Experience in preparation waste management studies, reviews, sectoral recommendations, preparing regulatory impact assessment is an advantage;
• Familiar with current status of the waste management and Extended Producer Responsibility (EPR) status in the EaP countries is an asset;
Language:
• Fluency of written and spoken English is required.
• Knowledge of Russian is an asset.
