Duties and Responsibilities

The United Nations Environment (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

PoW 615.8 “Supporting Countries to implement the Pan-European Strategic Framework for Greening the Economy” aims to support Eastern European, Caucasus, and Central Asian (EECCA) countries transitioning to a Green Economy (GE) through the development and implementation of Sustainable Consumption and Production (SCP) policies and practices.
As a part of the above-mentioned project, EU-funded “EU4Environment” initiative aims to help the six Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine) to preserve their natural capital and increase people's environmental well-being, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts. The Action will be implemented in 2019-2022 by five international organisations (OECD, UNEP, UNECE, UNIDO, and the World Bank). UNEP is leading on seven Programme outputs:
i) Green economy ownership, policy coherence and cross-sectorial coordination boosted;
ii) Sectoral investment planning and comparative analysis of costs and benefits supported;
iii) Awareness, education and public acceptance of the Green Economy transition supported;
iv) Green Public Procurement and complementary tools operationalized;
v) The use of strategic approaches on waste management enabled;
vi) Reforms in priority green economy sectors supported;
vii) Capacity built and technical assistance provided to enhance value-chain sustainability and product innovation in SMEs and industries.

Under the supervision of the UNEP Europe Office Regional Coordinator for Resource Efficiency sub-programme, the consultant will carry out the following tasks:
• Conduct a preparatory desktop research for an investment study for Azerbaijan (EU4Env Output 1.2)
• Provide technical inputs to assist three targeted countries to launch on-line training course (EU4Env 1.4.2)
• Provide strategic and technical inputs to the preparatory work on an awareness raising public campaign on Green Economy and Sustainable Lifestyles in Ukraine (EU4Env Output 1.4.2)
• Provide technical inputs to the national partner to launch the call for proposal for eco-innovation assessment in Georgia and the development of the national market and policy assessment for Moldova (EU4Env Output 2.6)

Qualifications/special skills

Academic Qualifications: • An advanced university degree in environmental policy, law, economics, environmental sciences, public policy or a related field is required.
Experience: • Minimum of 4 years of professional experience in the field of environment/sustainability.
• Demonstrated experience in project management, stakeholder consultation, research, drafting documents/reports in the field of green economy, environmental management, climate change or sustainable consumption and production is required.
• Working experience in project management and implementation in Eastern Europe, Caucasus and Central Asia is an asset.
• Working experience in a multicultural environment including United Nations would be an asset.
• Excellent writing and communication skills are essential.
Language: • Excellent knowledge of English is required. Knowledge of Russian is an asset.
