Duties and Responsibilities

UN Environment is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
“Catalysing ecosystem restoration for climate resilient natural capital and rural livelihoods in degraded forests and rangelands of Nepal” is the project implemented by UNEP and executed by Ministry of Forest and Environment, Government of Nepal. The project aims to increasing the capacity of national and local government institutions to adapt to the climate change by implementing ecosystem-based adaptation (EbA) approaches in degraded forests and rangelands in mid-hill and high mountain areas. The project has three components; Component 1 will strengthen the national capacity to plan and implement EbA, Component 2 will support a policy environment that promotes EbA across Nepal and Component 3 will demonstrate on the ground EbA interventions to restore degraded forests and rangelands.
National Policy Review Expert (NPRE) will support in strengthening policies and strategies to promote EbA through an enabling policy environment to influence EbA issues and concerns by integrating EbA approach into relevant planning frameworks/strategies.
UNEP is processing this recruitment on the behalf of the project.
1. Duties and Responsibilities:
The NPRE will work under the overall guidance of National Project Director (NPD) and National Project Coordinator (NPC) and under the direct supervision of National Project
Manager (NPM). The NPRE will work in close consultation and cooperation with the Technical Advisor (TA) and team up with other thematic experts in realizing the project deliverables as per the specific terms of reference.
The NPRE will specifically:
1. Review existing: i) policies and strategies related to general ecosystem management, national development and adaptation to climate change to identify entry points for EbA; and ii) policies, strategies and sectoral allocation of public and private sector finance on Forestry, Rangelands, watershed management, Agriculture and Water resources. Based on this review, identify gaps for revisions that will promote EbA in forests and rangelands.
2. Develop specific policy briefs on the gaps that are identified and recommended as well on areas that are deemed necessary by the management.
3. Disseminate the recommend revisions on policies and strategies to policy and decision makers of MoFE and MoALD at appropriate forum including training and workshops.
4. Use information from Outcomes 1 and 3 to develop an EbA up-scaling strategy.
5. Work closely with the National Planning Commission (NPC) and Ministry of Finance (MoF) to develop a Financing Plan for EbA in Nepal. The financing plan should include i). Recommendation on the portion on the national climate change allocation that should be dedicated to EbA ii) proposals for accessing international adaptation funds for EbA through direct access and iii) training needs to develop proposal writing skills of Government Officials of MoFE, MoALD and relevant national stakeholders.
6. Present the Up-scaling strategy and Financing Plan to policy and decision-makers in MoFE, MoALD and MoF at an appropriate forum.
7. Team up with other thematic experts and TA to coordinate and conduct trainings/workshops/consultative meetings for policy and decision makers in realizing the project outcomes.

Qualifications/special skills

Skills: Proven working knowledge of conservation planning, policy/practice interface, ecosystem management, climate change adaptation, sustainable development and DRR is a must. Strong analytical and report writing skills to develop succinct policy briefs and business case is essential.

Academic Qualifications: A Master's in Economics, Environmental Science, Natural Resource Management, Public Administration, Development Planning or a relevant field is required. A first level degree with additional 2 years maybe accepted in lieu of Masters degree. PhD is added advantage.

Experience: Minimum 5 years of working experience at the national level in the areas of policy review, fiscal analysis, and budgetary planning with in-depth knowledge and expertise in the areas of sectoral policies, strategies, fiscal analysis and budgetary planning is required.

Language: Fluency in Nepali and English is required.
