Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Programme Planning and Budget Section, in the Strategy and Programme Management Division. Under the direct supervision of the Chief of Section and overall supervision of the Director, Strategy and Programme Management Division, the incumbent coordinates the planning, implementation and monitoring of ESCAP's programme of work.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:
• Supports the annual strategic and programme planning processes of the secretariat, through provision of advice and support to divisions and offices and facilitation of internal collaboration.
• Develops and promotes programme planning and monitoring guidelines that serve as a framework for results-based management by ensuring improvement of the quality of ESCAP's programme of work, improving linkages across subprogrammes and aligning ESCAP's normative, analytical and capacity development work.
• Develops, implements and evaluates assigned programmes; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems as well as issues to be addressed and initiates corrective actions; liaises with relevant parties; and ensures follow-up actions.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
• Generates survey initiatives; reviews, analyzes and interprets responses; identifies problems and issues; and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, and inputs to publications.
• Provides substantive backstopping to consultative processes, meetings and conferences, including proposing of agenda topics, identifying participants, and preparing documents and
presentations.
• Initiates and coordinates outreach activities; conducts training workshops and seminars; and makes presentations on assigned topics and activities.
• Provides support and advice to activities related to budget funding (work programme preparation and submissions, programme budget preparation and submissions, progress
report, etc.), budgetary implications of programmes (programme budget implications, etc), as well as programmatic implications of budgets.
• Performs other related duties as required.

Education

Advanced university degree (Master's degree or equivalent) in social sciences, law, business administration, management, or a field related to the post is required. A recognized first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in programme planning, monitoring, management, or related field is required.
Experience in research, evaluation and methodology development is required.
Experience in results frameworks development and analysis is required.
Experience using ERP and development of KPIs for programme monitoring in reports, including visualizing, communicating r explaining KPIs is desirable.
Experience in working with institutional mandates, policies and guidelines, as well as intergovernmental processes related to programme planning and budget is desirable.
Experience in working with international organization outside one’s home country and experience of working in multilateral organizations in Asia and the Pacific is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
