Result of Service

Specific deliverables to be produced by the consultant:

Under the overall supervision of the Chief of ISS/CEB, the guidance of the Special Anti-Corruption Advisor and in coordination with relevant UNODC staff and personnel, the consultant will produce the following deliverables:

i. Validate and test the baseline assessment indicators provided in the project documents and draft a report (max. 25 pages) on the results of the analysis as well as on recommendations on how to measure impact with a view to maximising the effectiveness of the baseline assessment indicators. All primary data used for the analysis must be annexed to the report.
ii. Support the development and implementation of the results-based monitoring and evaluation system, including through the development of qualitative and quantitative surveys, pre/post-tests, the analysis framework, and other measures, as required.
iii. Develop a theory of change for the project including a written explanation (max. 3 pages). The theory of change should also be visualized on PowerPoint slides (max. 3 slides).
iv. Draft a narrative of the expected output, outcome, and impact of the project (max. 3 pages). The narrative should also be visualized on PowerPoint slides (max. 3 slides).
v. Identify opportunities for success stories that can be used to communicate the impact of the project. At least one opportunity for each of the eight components of the project should be identified. Draft a report with concrete guidance on the narrative of the success stories, relevant stakeholders and data to be collected to support the success stories.

Duties and Responsibilities

Background of the assignment:

The project Global Action for Business Integrity, under the Global Programme against Corruption of the United Nations Office on Drugs and Crime (UNODC), is a 3-year project funded by the Siemens Integrity Initiative. The project aims to reduce opportunities for corruption by strengthening legal frameworks, public-private dialogue and private sector capacity to enhance integrity. The project implementation is guided by the United Nations Convention against Corruption (UNCAC) which is the only legally binding universal anti-corruption instrument. UNCAC assists State Parties to the Convention to prevent corruption and criminalize conduct such as bribery, trading in influence, abuse of functions and various acts of corruption in the private sector.

The project Global Action for Business Integrity is implemented in seven target countries: Brazil, Colombia, Egypt, Ethiopia, Malaysia, Saudi Arabia and Uzbekistan. In addition, the project’s global component will play a critical role in upscaling effective approaches, achieving sustainability and mainstreaming the good practices identified under this project into global policy forums.

Implementation started in July 2021. A priority in Year 1 is the set-up of a results-based monitoring and evaluation system to track the progress of the project. The monitoring and evaluation system will use performance indicators provided in the project workplan as a basis, and record both quantitative and qualitative findings. Training and capacity-building measures of the project will be evaluated through questionnaires and/or pre/post-tests both in terms of the satisfaction of participants as well as knowledge increase. Throughout its 3-year life cycle, the project will continuously collect data aimed at monitoring, evaluation, and learning. Insights generated will be used for reporting and to inform periodic adjustments to the approach of the project to maximize its impact.

In this context, UNODC is seeking a consultant who will validate and test the baseline assessment indicators defined in the project documents. Furthermore, the consultant will provide input on the set-up of the results-based monitoring and evaluation system and develop a theory of change, a narrative of the expected impact and a document on opportunities for success stories that can be used to communicate the impact of the project.

The consultant will be home-based and engage with UNODC staff via electronic means. The consultant will receive guidance from UNODC and will be required periodically to report on progress and outcomes.

Purpose of the assignment:

The purpose of this assignment is to validate and test the baseline assessment indicators and to assist in the set-up of a results-based monitoring and evaluation system for the UNODC project Global Action for Business Integrity in accordance with the above framework.

Qualifications/special skills

Skills:
• Capacity to work independently and with minimal supervision is required.
• Excellent oral and written communication skills are required.
Academic Qualifications:
• An advanced university degree (Master’s degree or equivalent) in law, business, management, social science (international relations, management, public administration, political science or economics, etc.) is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
• At least five (5) years of progressively responsible experience in the area of results-based impact monitoring of technical assistance projects is required.
• Demonstrated experience in conducting surveys including through online methodology is required.
• Experience in communicating impact of technical assistance projects is desirable.
• Previous experience with the United Nations or other international organizations is desirable.
Language:
• English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English is required and fluency in oral and written Arabic and Spanish is desirable. Knowledge of another official United Nations Secretariat language is an advantage.
