Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is in Cluster 6: 'Governance and Conflict Prevention' of ESCWA. Cluster 6 acts as a pioneer and multi-stakeholder regional platform for deliberation, consensus-building, peer learning and policy solutions to ensure participation and partnerships for governance and institution building, and to enhance the capacity of member States in conflict or post-conflict settings on conflict prevention for more just, equitable and inclusive societies in the Arab region.

The Governance and Public Administration Officer reports to the Cluster Lead.

Responsibilities

GOVERNANCE AND PUBLIC ADMINISTRATION ANALYSIS

•Develops governance and related socio-economic-financial indicators and methodologies to review related databases and qualitative information necessary for specified recurrent or ad hoc assignments.
•Interprets, applies and, as necessary, adapts data to determine trends, patterns and relationships and analyses the effects of alternative policies and assumptions.
•Undertakes substantive research and drafts specified inputs to studies, and preparation or review of reports and publications included in the Division’s regular budget programmes.
•Participates in the conception, planning and management of expert group meetings, seminars and similar consultations that contribute to the finalization of the work branch’s outputs.
•Prepares and contributes to the preparation of reports on governance, public administration and finance conflict prevention for issuance by the United Nations.
•Prepares and contributes to the preparation of speeches and briefing notes for senior staff and make presentations on governance, public administration and development management related issues for specialist or non-specialist audiences.
•Identifies and analyses policy proposals made outside the work unit relating to assigned topics.
•Attends international, regional and national meetings to collect information and to hold discussions with colleagues in other institutions.

INTERGOVERNMENTAL SUPPORT

•Prepares and contributes to the preparation of drafts of reports on governance, public administration and development management to intergovernmental bodies such as the General Assembly, the Economic and Social Council, the UN Committee of Experts on Public Administration or the Commission on Sustainable Development.
•Follows intergovernmental meetings and prepares summary reports.
•Prepares and contributes to the preparation of drafts of statements by members of the Bureau of the Committee of Experts on Public Administration and of the Secretariat staff for meetings of the Committee.
•Contributes to the preparation and management of meetings of intergovernmental bodies.
•Represents the branch or division at international, regional and national meetings on governance, public administration and development management issues.

TECHNICAL COOPERATION

•Monitors, backstops and assesses the implementation of technical cooperation projects.
•Participates in missions to Member States as a member of a diverse team as part of the Division’s technical cooperation activities.
•Prepares and contributes to the preparation of documentation for technical cooperation activities.
•Organizes training seminars and workshops for government officials and other officials of developing countries and countries in transition.
•Contributes to the preparation of materials for the approval of regional, country or sectoral technical cooperation projects.
•Undertakes research and studies in support of programme and project formulation.

PROGRAMME SUPPORT

•Contributes to the formulation of the medium-term plan, the programme of work and the budget of the branch and participates in the formulation of the organization’s overall programme of work and other similar endeavors.
•Attends to various administrative matters concerning the division.
•Maintains records and data related to programmes within his/her responsibility.
•Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in public administration, governance, political science, social science, business administration, law, public finance or related field, is required.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in research, analysis and application of quantitative and analytical techniques in governance, public administration, development management, or related area, is required.
5 years of experience in analyzing governance and socio-economic-financial development issues at the global, regional, and national levels is desirable.
5 years of experience in analytical studies and drafting technical reports on selected global, regional, national or sector aspects of development, in particular governance within the SDG 16 framework, is desirable.
5 years of experience in substantive research projects related to private sector development, good governance and state-building is desirable.
5 years of experience in preparing analytical reports with a focus on institutional development, governance reform or state-building is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.
For this position, fluency in English is required. Fluency in Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by an interview.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

United Nations Considerations

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
