Duties and Responsibilities

1. General Background

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Green Growth Knowledge Partnership (GGKP) is hosted by UNEP, in partnership with the Global Green Growth Institute (GGGI). These organizations serve as the joint host of the GGKP Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee organizations (UNEP, UNIDO, GGGI, the OECD, and the World Bank). The GGKP is a global network of over 70 international organizations, research institutes, and think tanks focused on promoting a green economy transition by:

• identifying major knowledge gaps in green growth theory and practice and addressing these gaps through the promotion of collaboration and coordinated research; and

• using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.

Following an external assessment of the GGKP, the GGKP Steering Committee has decided to expand its successful platform approach to two additional communities: industry (private-sector businesses) and finance – both launched in July 2019.

A consultant is sought to fill the need of the Resources and Markets Branch to assist in the advisory functions, resource mobilization, outreach and networking for the Green Industry Platform. This expertise is not currently held in-house.

2. Purpose and Scope of Assignment

The purpose of this assignment is to assist the GGKP with its implementation and is expected to include the following tasks:
• Management of three regional (Africa, Latin America and Eastern Europe and Central Asia) pilot projects for the I-GO initiative, including such activities as coordination of the projects’ implementing partners, related training workshops, development of local I-GO intermediary partnerships, engagement with local SMEs and test deployment of an SME self-assessment tool within target countries;
• Provide ongoing design and technical development updates for the I-GO SME resource efficiency self-assessment tool and coordinate related web development activities;
• Coordinate the Green Industry Platform’s communication strategy to best support the deployment of the I-GO initiative as well as promote the activities of organisations engaged in SME resource efficiency topics;
• Provide ongoing design and technical development updates for the SME Support Centre and coordinate the regular sourcing of new resource efficiency knowledge products to populate its database;
• Carry out an ongoing gap analysis of the SME Support Centre’s database of SME resource efficiency knowledge products to best support the I-GO self-assessment tool and identify key organisations for developing new knowledge products to fill identified gaps.
• Carry out ongoing global outreach with the objective to develop funding mobilization opportunities and increase collaboration activities with organisations engaged in SME resource efficiency topics;
• Review ways in which the current range of I-GO tools could potentially be expanded through in-house developments and/or in collaboration with related partners;
• Any other related tasks as required.

3. Monitoring and Progress Controls
(Clear description of measurable outputs, milestones, key performance indicators and/or reporting requirements which will enable performance monitoring)

The key outputs of the consultancy will be:

• Roll-out of three regional I-GO pilot projects and successful test deployment of the I-GO SME self-assessment tool in target countries with associated SME user feedback;
• Updates to the I-GO SME self-assessment tool and a beta version of its online interface;
• A communication strategy for the Green Industry Platform adapted to promotion of the I-GO initiative and related organisations;
• Updates to the SME Support Centre and an expanded database of SME resource efficiency knowledge products;
• A coordinated linkage between the existing best practice knowledge products on the SME Support Centre and the I-GO self-assessment tool, and overview of organisations best placed to provide new/adapted knowledge products;
• An overview of funding mobilisation opportunities and organisations with which collaborations have been or could be developed;
• An overview of potential tools that could be developed to expand the current range of I-GO tools.

Qualifications/special skills

Academic Qualifications: • Advanced (Master’s) degree or equivalent in Sustainable Development, Business Administration, International Affairs, Public Policy or closely related area. Three years of relevant work experience in addition to the minimum experience requirement along with a Bachelor’s degree may be accepted in lieu of an advanced degree.
Experience: ● A minimum of seven years of accumulated work experience that includes sustainable development related experience in working closely with business associations, resource mobilization in UN or international organisation setting, etc. are required.
● Experience in an international organization, and familiarity with green growth industry concepts, initiatives and tools, are a plus.
Language: • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluidity and professionalism in written English is particularly required, and public speaking and presentation skills in a wide variety of contexts are required in oral English. English language qualifications may be assessed through the submitted cover letter, samples and/or further assessment. Knowledge of another official United Nations language, especially French and/or Spanish, is an advantage.
