Duties and Responsibilities

The Norwegian Oil for Development (OfD) Programme has been offering assistance to countries in Africa, Asia, Middle East, and Latin America since 2005. This programme supports fragile and developing countries to promote “socially, economically and environmentally responsible management of petroleum resources which safeguards the needs of future generations”.

Under the OfD programme, the Government of Norway and UNEP have established a collaboration to enhance national capacities for improved environmental management of the oil and gas sectors and reduce environmental risks associated with the development of hydrocarbon resources. Based on this collaboration, UNEP provides technical assistance and capacity building/trainings to OfD supported countries.

UNEP has undertaken a rapid institutional capacity needs assessment (CNAs) for each of the OfD supported countries which establishes a baseline profile of the Government institutions, legal/policy/regulatory frameworks, existing technical capacities, among others that influence environmental governance and management in the oil and gas sectors. The purpose of the rapid CNAs is to identify strategic capacity development issues and provide a roadmap that informs future programming and resource mobilizations efforts to strengthen environmental governance and management capacities in the country. The CNAs should also include a review of potential development partners in the country (in addition to Norway) with whom Government institutions can establish cooperation.

An international consultant is required to support UNEP in finalizing the CNA reports developed for six OfD supported countries (Uganda, Mozambique, Iraq, Somalia, Colombia and Ghana). The purpose of the consultancy will be to provide a resource mobilization section as part of the CNA country reports being developed. Specifically, the consultant will undertake a desk based review of potential partners (national/regional/international) present in the country from both the private and public sectors (including academia), which can support further capacity building and development programmes over the long-term. The review will also review the current and planned capacity building/training initiatives ongoing in the country, which may be further leveraged or linked with national efforts to strengthen environmental governance in the oil and gas sectors.

The scope of work under this consultancy will include:

• Review potential development partners in the country, as well as in the broader region, which include both private and public sector actors (including from academia), and develop concise descriptions of each
• Review current capacity building/training programmes /initiatives being undertaken in the country and by whom, and develop concise descriptions of each and relevant web links
• Review of potential training institutions in the country which the Government can partner with for sustainability of their training programmes
• Develop short report (3-5 pages maximum) on the potential partners with whom Government institutions may leverage and establish cooperation/collaboration to support national efforts for strengthening environmental governance and management in the oil and gas sectors

The above work will be primarily undertaken through desk reviews but may involve arranging direct consultation meetings with relevant partners, as needed.

Qualifications/special skills

Academic Qualifications: • At least a Master’s Level Degree related to international law, environmental law, environmental studies, development studies, natural resource management or equivalent
Experience: • Experience developing partnership and communication strategies is preferred
• Strong research and analytical skills .
• Strong communication skills, particularly in writing, social media and publications
• Ability to work in integrated teams
• Previous work experience with the UN is an advantage
Language: English fluency -written and oral communication is required.
