Duties and Responsibilities

UNEP’s Disasters and Conflicts Branch provides cutting-edge environmental science and expertise to countries affected by or vulnerable to conflicts and disasters. The objective is to minimize threats to human well-being from the environmental causes and consequences of conflicts and disasters, and to re-orient crisis-affected countries towards more sustainable forms of development.
Under the Branch’s Disaster Risk Reduction portfolio, UNEP is delivering a number projects focused on strengthening environmental management and governance for enhancing national resilience and risk reduction efforts.

The Government of Norway and UNEP have established a collaboration under Norway’s Oil for Development (OfD) Programme to enhance national capacities for improved environmental management of the oil and gas sectors and reduce environmental risks associated with the development of hydrocarbon resources. While a core part of the work is strengthening knowledge and institutional capacities on enhancing environmental management in the upstream oil and gas sector which touch on biodiversity, pollution and public health risks, increasing focus is placed on aligning climate, environment and energy policies and regulatory frameworks, as well as providing the technical know-how to support OfD countries in planning for a low carbon energy transition. Based on this collaboration, UNEP provides technical assistance and capacity building/trainings to OfD supported countries upon request from OfD country programmes.

An international consultant is required to support UNEP in delivering trainings and other capacity building activities and coordinating technical assistance and other project-related technical support to OfD countries. The Consultant is expected to be able to plan, deliver and facilitate trainings, coordinate with Government counterparts and UNEP experts, provide and coordinate technical assistance services in OfD supported countries, and support development of academic collaborations in OfD countries.

The overall purpose of the assignment is to strengthen environmental management and governance for enhancing national environmental governance and disaster management in OfD-supported countries.

A) Capacity building and trainings/workshops delivery
Activities will include the following:
• Planning, coordinating and delivering national level and multi-country trainings, as well as online events (webinars, etc)
• Initiate, coordinate and oversee planning and logistics preparations with relevant national counterparts and international experts and partners
• Develop training programmes and liaising with experts in content development and revisions, as needed
• Lead in providing training facilitation support, including conducting the Training Needs Assessment, Knowledge Assessments, preparing training materials, facilitation of sessions, conducting the training evaluation and other online surveys, etc.
• Review/finalize layout of powerpoint slides and other training materials being developed by experts
• Oversee development and preparation of Workshop Documentation Reports, including photos
• Ensure training documentation is archived/filed in our information management system

B) Support delivery of technical assistance services in OFD countries
• Support organization/planning/coordination of technical assistance support being provided to OfD countries
• Organize and lead country consultation meetings
• Organize and lead in conducting country surveys and questionnaires
• Liaise with Government counterparts and UNEP experts as needed
• Coordinate and provide technical reviews of reports and other products developed by UNEP technical experts

C) Support towards strengthening UNEP’s existing academic collaborations
• Review and streamline all of UNEP’s training materials on environment and oil and gas, which will follow a standard format
• Work with a pre-identified online education platform to upload UNEP training materials, which can be made publicly accessible to universities and other teaching /training institutions globally
• Conduct a university/ trainers needs assessment on accessing and utilizing knowledge materials related to environment and oil and gas
• Develop and deliver a Training of University Trainers package on environment and oil and gas, which will be delivered for universities and other teaching/training institutions in selected OfD countries in order to utilize UNEP’s training materials
• Oversee workshop reporting and documentation

Qualifications/special skills

Academic Qualifications: • Master’s degree in a field related to environmental policy, environmental sciences, natural resource management, disaster management or related field is required;
Experience: • Experience in planning, developing and facilitating trainings for adult professionals is required;
• Excellent written and oral communications skills;
• Highly organised and efficient, able to manage a diverse work load;
• Experience in project coordination within a UN entity is an advantage
• Experience of working in crisis-affected countries and strong understanding of the political sensitivities in crisis-affected countries, is an advantage;
• Ability to work in a multi-cultural environment with respect for diversity and gender awareness;
Language: • English fluency in oral and written communication is required
