Org. Setting and Reporting

This position is located in the Office of the Director of Mission Support (DMS) of the United Nations Mission in South Sudan, Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent shall report to the Senior Administrative Officer (SAO).

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

• Assist in the preparation of policy documents, guidelines, reports, draft correspondence and prepares briefs and talking points for meetings as required.
•Provides expert advice to the DMS/SAO on various thematic areas on the mission support operations
• Coordinates the system for monitoring the use of delegated authority, extending or retracting the delegation of authority as and when deemed prudent by the DMS/SAO.
• Undertakes and ensures coordinated policy-oriented studies and analytical and methodological reports including the UN Financial Regulations and Rules.
• Maintains liaison with delegations, senior officials of the UN, UNAFPs, governmental and non-governmental organizations.
Provides advice on diverse substantive and procedural questions of considerable complexity, which may include those related to administration and management, host country matters and institutional support.
• Liaise with the Chief Budget and Finance Officer (CBFO) to initiate and conduct studies to improve budget reporting systems and cost-effective utilization of program resources.
• Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.
Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
• Review all financial agreements outlining the terms and conditions of voluntary contributions, including contributions in kind and non-reimbursable loans, and ensure that these agreements are consistent with UN financial policies, procedures and guidelines.
• Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
• Undertakes research and analysis of policies and procedures, makes recommendations for changes and/or modifications
• Produces major/complex reports necessary for management decision making.
• Reviews of Travel Requests, Movement of Personnel as well as serve on various committees and boards.
• Performs other related work as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in administration, finance, law, human resources management or related field is required.
Excellent drafting and report writing skills is required.
Experience in analyzing complex issues and formulating relevant recommendations is required.
Experience in formulation of financial agreements and memoranda of understanding is desirable.
Experience working in a UN peace-keeping operation or special political mission is desirable.
Experience working with Senior Management or in a Front Office is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
