Result of Service

The consultant is expected to complete the preparation of the activities in a timely and professional manner, at a satisfactory quality and according to the UN standards.
This includes:

a. the drafting and finalization of a policy brief on urban and peri-urban forestry
b. the delivery of a workshop on the implementation strategies of urban and peri-urban forestry approaches;
c. the contribution to a webinar for practitioners on practical approaches to implementing urban and peri-urban forestry work training material on forest landscape restoration is developed.

Duties and Responsibilities

The Trees in Cities Challenge is a global campaign inviting mayors to pledge, restore, protect, and sustainably manage urban trees and forests. Since its launch in late 2019, the Trees in Cities Challenge has attracted over 20 cities from 16 countries, improving sustainable urban forestry and planting over 8 million trees so far. The initiative provides a platform for sharing best practices and success stories on managing trees and forests in the urban environment among peers. At the upcoming November 2021 joint session of the ECE Committee on Forests and the Forest Industry (COFFI) and the FAO European Forestry Commission (EFC), a dedicated policy event will highlight the policy dimension of urban forestry as well as measures and interventions needed to foster sustainable urban development in this area.

Under the supervision of the UNECE Project Manager and the Chief of Section of the UNECE/FAO Joint Section on Forestry and Timber, the candidate will:


1. Prepare a Policy Brief on Urban and Peri-urban Forest Ecosystems for Green Recovery
• The brief is expected to be approximately 5000 words (10 pages) in length and written for the principal target audience being city and national policymakers across the UNECE region.
• Given the diversity of target stakeholders, the policy brief should include a short introduction to the topic, which may also introduce key terms such as nature-based solutions, green infrastructure, etc.
• The key focus is on identifying policy recommendations to strengthen the quantity and quality of urban and peri-urban tree and forest cover
• In addition, the brief should provide an overview of the existing context with examples as well as urban and peri-urban forestry challenges and benefits, including headline statistics, that are relevant to the policy recommendations.

A preliminary, non-exhaustive list of topics and dimensions related to expanding the quantity and quality of urban forestry in the UNECE region that may be addressed in the brief:

• Integrating with and leveraging the green recovery
• Long-term planning and management
• Inclusive growth and sustainable development that leaves no one behind
• Development context (noting the diversity of UNECE member states)
• Urban and peri-urban linkages
• Food security & livelihoods
• Role of national policy
• Finance efficiency, effectiveness, and mobilization
• Climate Change
• Others as relevant

The candidate will work in close collaboration with the UNECE/FAO Joint Section and provide drafts for review.

2. Participate as a speaker in the webinar “Advancing the sustainable management of urban trees and forests” and in the peer to peer Q&A’s: [Date: 4 October 2021].

• The candidate will prepare and deliver a presentation of approximately 5 minutes during the webinar on “How to integrate trees and forests into urban planning?”.
• The consultant will provide input to the peer to peer Q&As.
The candidate will work in close collaboration with the UNECE/FAO Joint Section.

3. Organize a Side Event during "Foresta2021" - the joint 79th session of the ECE Committee on Forests and the Forest Industry (COFFI) and the 41st session of the FAO European Forestry Commission. [Date: The session will be held from 22 to 25 November. The exact timing of the Side Event will be communicated by mid-end September 2021].

In consultation and together with the UNECE/FAO Joint Section, the candidate will:

• Prepare a draft agenda for a side event on urban and peri-urban forest ecosystems based on the policy brief.
• Prepare a brief information note for the side event.
• Prepare a keynote presentation for the side event based on the draft policy brief, which will be introduced for feedback.
• Serve as a moderator of the side event, undertaking preparatory calls with invited speakers and panelists as necessary with support of the UNECE secretariat.
