Result of Service

In line with the DESA project evaluation guidelines the senior statistician will jointly with the external evaluator assess the gender component's performance against the criteria of relevance, efficiency, effectiveness, impact and sustainability. The Senior Statistician will assess to what extend and how the programme achieved the expected accomplishments of the gender component in the 18 target countries and assess the sustainability. As this is a summative assessment of performance particular attention should be given to learning from the experience. This means that the consultant needs to go beyond the assessment of “What” the project performance was and make a serious effort to provide a deeper understanding of “Why” and “How” the performance was as it was. The Senior Statistician will define the data sources to determine the availability of gender indicators for the target countries at begin and conclusion of the project including in comparison to overall international progress.
The Senior Statistician in consultation with the Evaluator will support the development of a questionnaire for the NSO to assess whether and to what extent statistical production methods have been enhanced based on methodology developed or promoted under the gender component of the programme.

Work Location

The assignment is home based. The senior statistician is expected to conduct remote interviews with relevant stakeholders in the national statistical offices in the 18 target countries. Travel is not envisaged in connection with the assignment.

Expected duration

The duration of the contract will be four months starting as soon as possible.

Duties and Responsibilities

The United Nations Department of Economic and Social Affairs (DESA) strives to be an interface between global policies and national actions in the economic, social and environmental spheres. DESA implemented a development account programme on data and statistics from 2016 - 2021. The programme was designed following the adoption of the 2030 agenda in September 2015 and the global indicator framework with over 230 indicators to monitor progress of countries towards achieving the Sustainable Development Goals by 2030. At the starting point of the 2030 agenda, governments saw the need to invest in obtain the relevant data enabling them to better assess whether their efforts in achieving the SDGs is moving into the right direction. The programme represented the joint efforts of 10 entities of the United Nations secretariat to strengthen the statistical capacity of developing countries to measure, monitor and report on the sustainable development goals in an accurate, reliable and timely manner for evidence-based policymaking.
The development Account is conducting a global level evaluation of the programme and an in-depth assessment of the component 4 on gender statistics and indicators. The component 4 aims to:
EA4 Strengthened capacity of countries to produce Tier I SDG gender indicators through better integration of a gender perspective into national statistics.
EA5 Enhanced capacity of target countries to adopt and apply statistical methods to assess gender gaps in selected key areas of women’s empowerment, classified as Tier II or III indicators in the SDG framework.
DESA is seeking a senior statistician to support the in-depth assessment of the gender component
The assessment will be conducted by an external evaluator supported by the senior statistician.

Qualifications/special skills

Academic Qualifications: Master’s or higher degree in a relevant discipline (e.g., statistics, economics, social science), or a first-level university degree in combination with two additional years of qualifying experience
Experience: • At least 10 years of professional experience in statistics, including five years as chief statistician or senior manager in a national and/or international statistical institution required
• Demonstrated experience in conducting and/or participating in assessing statistical capacity of national statistical systems required
• Experience with developing countries in providing technical support or national capacity building in statistics required
• Experience in designing and conducting evaluations, including evaluations of statistical capacity development programmes and projects desirable
• Knowledge of the United Nations Secretariat entities and their work in the area of statistical capacity development desirable
Language: • Fluency in oral and written English (knowledge of other UN languages is an advantage)
