As temporary Chief of the Outreach and Projects Unit, the selected candidate would be responsible for advising the Secretary-General in the monitoring of the implementation of selected externally financed projects and activities of the Secretariat; management of selected external contributions for Secretariat mandated activities; online capacity-building; electronic CITES permit management and trade-related matters; Secretariat communications; the implementation of information and knowledge management strategies and tools; preparations for the 74th meeting of the Standing Committee (SC74) and the 19th meeting of the Conference of the Parties to CITES (CoP19).
Manage and coordinate the activities of the Outreach and Projects Unit by:
•Managing programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates;
•Providing authoritative technical and policy advice to senior managers and Secretariat staff on project proposal development; project and Secretariat mandated activities; project monitoring and implementation;
•Overseeing the implementation of the CITES Tree Species Programme and the Monitoring of the Illegal Killing of Elephants and supervising the Coordinators of the Programmes;
•Working with the Parties directly, including providing support to the CITES permanent bodies’ intersessional working groups; preparation and revision of the documents assigned to the Unit for the 74th meeting of the Standing Committee (SC74) and the 19th meeting of the Conference of the Parties to CITES (CoP19);
•Working with the CITES Management Authorities and other relevant national authorities on provision of capacity-building related to compliance with the Convention as part of the Secretariat’s Compliance Assistance Programme in collaboration with the Legal Unit;
•Overseeing the administration, design and management of the CITES website, including the establishment of web-based databases, Web 2.0 tools and other communication systems, graphical user interface and information dissemination mechanisms while focusing on the objectives of the CITES Secretariat communications strategy and outreach services;
•Managing hardware and software procurements, including conducting needs assessments and benchmarks, preparing bid documents, and arranging contracts; supervising, coordinating and negotiating the services required to enable the management and operation of information management systems;
•Monitoring performance measures; ensuring that projects meet established time and cost parameters and standards of technical quality and preparing and monitoring the budget, work programme, and spending plan of the Unit and, when requested, other Units of the Secretariat;
•Overseeing the development of standards for CITES electronic permitting systems and the ongoing work on the electronic CITES permit development in collaboration with UNCTAD, and other partner organizations;
•Overseeing the monitoring of latest developments regarding international trade in general, and in particular topics related to trade facilitation, traceability, and electronic business standards and related technologies;
•Taking part in the Secretariat’s logistical preparations for SC74 and CoP19 and carrying out/overseeing implementation of activities assigned to the Unit for the success of these meetings.
•Overseeing and taking part in the provision of capacity building services and management of electronic tools, including the updating of the CITES virtual college and the interactive web-based training and instructional materials for use by CITES Parties and community.
•Overseeing the development of a communication strategy for the Secretariat, manage the communication activities of the Secretariat, including large events like SC74, CoP19 and World Wildlife Day;
•Ensuring that CITES Secretariat activities and institutional memory are adequately documented and archived and that records of continuing value are available for internal and external research use;
•Managing all library, in-house and electronic, and information activities with respect to a specialized programme/collection.

Advanced university degree (Master's degree or equivalent) in environmental science, economics, environmental law, or related areas. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of ten (10) years of progressively responsible experience in environmental policymaking or related area is required.
Experience in implementing country-level or organizational environmental policies, guidelines and standards is required.
Experience in monitoring technical cooperation programmes at global level is required.
Experience in coordinating or liaising with Member States, intergovernmental bodies or high level government officials is desirable.
Experience in an international environment is desirable.
Experience in coordinating and implementing activities related to environmental compliance is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
