Org. Setting and Reporting

This position is within the Operational Support Section of the International Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM) located in Geneva, Switzerland.
Under the direction of the Security Coordination Officer, the Associate Security Coordination Officer is responsible for supporting the Security Coordination Officer in the coordination and management of security and safety for IIIM offices and its field operations. This will include the requirement to conduct in depth and accurate background checks on all potential IIIM staff in order to best advise hiring managers of potential risks or conflict of interest. The incumbent will also be responsible for the ongoing analysis of security information, open source and otherwise, to ensure the safety and security or IIIM staff is maintained to an acceptable level. The Associate Security Coordination Officer will conduct ad hoc fact finding into security incidents involving IIIM or its staff. With a mind-set driven by a duty of care to staff and partners at all levels, the IIIM Associate Security Coordination Officer will contribute to the required security presence across all levels of IIIM.

Responsibilities

The role of the Associate Security Coordination Officer is to support the IIIM Security Coordination Officer in ensuring the safety and security of the Mechanism, its Staff and assets. As directed, the Associate Security Coordinator will be responsible for the following duties:
• Contributes to designing IIIM personnel security clearance procedures and implement related fact-finding to identify information and find facts. Based upon this, produces and submits reports to the Security Coordination Officer and conduct follow-on tasks as required.
• Prepares security analysis products for use by the Mechanism, including Security Risk Management (SRM) reports; reports on specific incidents or groups/areas relevant to the work of the Mechanism; maps security incidents relevant to the area of operation of the Mechanism; reviews content and extracts key data and text from open and internal sources.
• Conducts fact finding into minor security incidents and accidents involving IIIM or its staff.
• Maintains and updates internal security databases; log information receipts in databases.
• As required, liaises and coordinates with SSS Geneva and coordinate, collaborates and consults with Host Country representatives, United Nations entities and other relevant authorities.
• Maintains the IIIM Security Dashboard to ensure the availability, confidentiality and integrity of data stored within it.
• Acts as administrator for security related systems and tools assigned to the Section.
• Deputizes for the Security Coordination Officer in the Inter Agency Security Management Network (IASMN), UNOG Security Cell and other groups as and when required.
• In coordination with the IIIM Security Coordination Officer and SSS Geneva, participates in planning security responses and communication with all parties across all levels of the IIIM to ensure safety and security of staff.
• Liaises and coordinates as required with SSS Geneva and with other Geneva-based UN Agency Security Focal Points to keep abreast of relevant security matters in the Geneva area.
• Liaises with SSS Geneva to ensure that Personal Security Risk Assessments (PSRAs) for senior IIIM personnel are updated as required.
• Acts in place of the Security Coordination Officer during their absence.
• Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent degree) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience

A minimum of two years of professional experience in governmental, institutional or corporate security investigations or operations at the international level is required.

Experience in the design and implementation of background screening procedures is required.

Experience with security frameworks in the context of evidence collection work is desirable.

Professional work experience in the Middle East is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and knowledge of Arabic are required. Fluency in Arabic is desirable. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
