Org. Setting and Reporting

This position is located in the Cooperation and Partnerships Section of the Economic Cooperation and Trade Division of the Economic Commission for Europe (ECE) based in Geneva, Switzerland. The incumbent supervises and manages ECE’s Cooperation and Partnerships Section, notably its activities in: international policy dialogue, normative and analytical work, capacity-building, and the sharing of best practices and lessons learned in the areas of Public-Private Partnerships and related issues of mobilizing financing and investment for the Agenda 2030. The incumbent reports to the Director of the Economic Cooperation and Trade Division and serves as the First Reporting Officer for the P4 of the section and the Second Reporting Officer for the other staff of the Section.


Under the direct supervision of the Director of the Division, and the overall supervision of the Executive Secretary of ECE, the incumbent will be responsible for the following duties:

- Leading, organizing, and overseeing the work on promoting an international policy dialogue and related analytical work carried out in support of the ECE Committee on Innovation, Competitiveness and Public-Private Partnerships. The thematic areas of the Committee are predominantly: promoting innovative ways of financing, as well as building and managing infrastructure critical for sustainable development. Such work implies knowledge sharing, review, critical assessment and adaptation of relevant national and international experiences with a view to identifying good practices and lessons learned, developing proposals for policy recommendations and drafting guidelines in thematic areas of the Committee, and developing linkages with other thematic areas of the Committee. Synthesising and integrating the work of the Section with the overall mandate of the Commission (e.g. circular economy and the sustainable use of natural resources, trade and regulatory cooperation, economic cooperation and integration), and relevant UN-wide processes (e.g. Agenda 2030, Financing for Development etc.).

- Developing and strengthening cooperation, knowledge sharing and exchange of experiences within and among the Committee’s subsidiary bodies (the Working Party on Public-Private Partnerships and the Team of Specialists on Innovation and Competitiveness Policies) and the network of experts from the governmental and non-governmental sectors that deal with related matters and have practical experience on issues included in the Committee’s Terms of Reference and Programme of Work.

- Developing and strengthening cooperation with other international, regional and national organizations, programs and other entities (including non-governmental and think tanks) on related issues. Overseeing the organization and conduct of thematic groups of experts and task forces that could be established to undertake specific time-bound tasks.

- Overseeing the preparation and conduct of technical cooperation activities, including policy advisory services and capacity-building workshops, seminars and other activities, organized or co-organized by the Section, with a view to exchanging best practices and assisting national policy-makers and other stakeholders in the implementation and adaptation of policy recommendations and guidelines emanating from the Committee on Innovation, Competitiveness and Public-Private Partnerships. Ensuring that such activities are demand driven, carried out in cooperation with other relevant organizations and partners, produce tangible results and are properly evaluated. Consulting with Governments with a view to assessing their needs for technical cooperation support in thematic areas covered by the Committee’s Programme of Work and undertaking fund-raising in support of such activities.

- Overseeing the management of activities undertaken by the Section and their coherence with the Committee’s Programme of Work. Supervising current substantive work and supporting activities of the Section’s staff members, and ensuring that programmed activities are carried out in a timely fashion. Ensuring that the substantive outputs produced by the Section maintain high-quality standards and comply with the relevant mandates and requirements of the Committee’s Programme of Work. Ensuring the preparation of high-quality documentation commissioned to external groups/task forces/experts.

- Contributing to the preparation of the draft Programme of Work of the Division, to proposals for the Committee’s Programme of Work, proposals for programme budgets, reports and programme performance inputs for result-based budgeting and performance evaluation.

- Fostering teamwork and communication among staff in the Section, the Division and across organizational boundaries. Managing, guiding, developing and training staff under his/her supervision.

- Representing the UNECE Secretariat, as may be required, at inter-agency, regional or national events, conferences and other meetings on matters related to the Programme of Work of the Committee on Innovation, Competitiveness and Public-Private Partnerships.

- Strengthening results-based management and fostering communication about programme results and impact, with a specific focus on its contribution to the 2030 Agenda.

An advanced university degree (Master’s or Doctorate degree, or equivalent degree) in economics, finance, business, public administration, law, development studies, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 10 years progressively responsible experience at the national or international level in economic or legal affairs is required.

Out of the 10 years' required experience, at least 5 years of experience on Public-Private Partnerships or mobilizing financing/investment for sustainable development, and related regulatory and policy frameworks is required.

Experience in the organization of inter-governmental/normative and expert meetings and in capacity building and technical cooperation activities is required.

Experience with economies in transition (e.g. in Eastern Europe, Western Balkan, Caucasus or Central Asia) is desirable.

Publications in the field of economic or legal affairs, Public-Private Partnerships or mobilizing financing/investment for sustainable development, and related regulatory and policy frameworks are desirable.


English and French are the working languages of the United Nations Secretariat; and Russian is a working language of UNECE. For the position advertised, fluency in English is required. Knowledge of Russian is desirable.
