Cadre organisationnel

UN-Habitat is the United Nations programme working towards a better urban future. It's mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. UN-Habitat is mandated a key role of implementing the Sustainable Development Goal 11 adopted in September 2015 as well as the New Urban Agenda adopted in Quito, Ecuador in October 2016.
In Republic of Sudan, the country has been experienced long lasting conflicts and tribal disputes in Darfur as well as Southern States of Sudan including Blue Nile, South Kordofan and West Kordofan (including Abyei dispute area). On contrary, the security situation has been remarkably improved in these states, and the Government of Sudan declared the end of the Darfur conflict in August 2017. In addition, the lifting of the U.S. economic sanctions in October 2017 has created windows of opportunities for the improvement of economy and social development in Sudan while the country's economic situation has been performed highly volatile due to the secession of South Sudan in 2011 and associated sharp drop in oil revenues. Currently, Sudan has 40.5 million of the population that includes 5.1 million of Internal Displaced Persons (IDPs), refugees from neighboring countries and returnees those who need humanitarian and development support. Tremendous number of people need substantive support also negatively affected hosting communities particularly key cities, towns and villages where people have potential access to basic services and humanitarian assistance that resulting rapid urbanization without adequate basic infrastructure. In this context, UN-Habitat has been actively engaging with key government counterpart both in federal and state level as well as key UN agencies and international/national organizations and has been working on humanitarian and development support for Sudan under the coordination of the United Nations in Sudan to bridge humanitarian response to development assistance in line with Humanitarian, Peace Building and Development Nexus.
The post is assigned to UN-Habitat Sudan Office located to Khartoum in Sudan, and the staff will be supervised by the Head of UN-Habitat Sudan Office

Responsabilités

Within delegated authority and under the supervision of the Head of UN-Habitat Sudan Office, and/or his/her designate, the incumbent will be assigned to Khartoum Office and will be responsible for the following duties:
•Works with key UN agencies, NGOs and other partners to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources in the field of sustainable urbanization, human settlements, HLP, urban environment, humanitarian/disaster response, peace building and development assistance in Sudan.
•Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
•Coordinates in performing consulting assignments, in collaboration with key UN agencies, NGOs and other partners by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan key UN agencies, NGOs and other partners will use to
manage the change.
•Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
•Contributes to the preparation of various written outputs, e.g. draft background papers, concept notes, analytical notes, sections of reports and studies, inputs to publications, etc.
•Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
•Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
•Participates in field missions, including provision of substantive and administrative support, data collection, etc.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Formation

A first-level university degree in development study, sustainable urbanization, human settlements, HLP, urban environment, humanitarian/disaster response, peace building or a related field.

Connaissances linguistiques

Fluency in English, (both oral and written) is required. Knowledge of another UN official language especially Arabic is an advantage.

• This position is temporarily available for 364 days with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
