Result of Service

1- Contribute to the moderation and development of written notes in his/her area of expertise; for the validation of all the pillars of the Arab vision document including the cross-cutting themes for realising the vision;
2- Assist in standardising the drafting of priority policy papers to ensure policy integration of the policy options & their tradeoffs developed vis à vis the vision document;
3- Ensure the timely completion of deliverables in conformity with agreed processes and quality standards;
4- Facilitate the co-operation with and between experts and discussants, especially with a view to the development of coordinated final version of the Arab Vision 2045 document, policy papers and providing support to other working subgroups and clusters;
5- Frame issues using evidence-based policy analysis techniques;
6- Participate in the development of a dissemination strategy that includes various activities, including brochures, press conferences and media interviews, on the vision, its pillars and policy recommendations;
7- Participate in planning, organising and implementing communication activities such as workshops, seminars, and a final conference to ensure appropriate communications and liaise closely with ESCWA's communications team and to assist with their communication needs as appropriate.
8- Complete ad hoc assignments related to the implementation of the project activities appointed by the Programme officer in charge.

Duties and Responsibilities

Within delegated authority, the Consultant will be responsible for the following duties:

1. Carry out background research related to the proposed Arab Vision 7 Pillars, performances, indexes, conceptions and development.
2. Draft and review parts of the vision document, policy papers and the interactive website as required.
3. Participate in the expert working group(s) "EWG," coordination meetings, validation dialogue and launching events.
4. Coordinate, observe and follow up on the dialogue consultations made in person as well as through webinars, and to write the meetings' reports and review various parts of the vision document.
5. Assist in standardising the writing of policy briefs for each of the 7 pillars of the Arab future vision.
6. Participate in the development and the implementation of a dissemination strategy of the vision as a whole and separately for each pillar, to ensure appropriate awareness related to the project's objectives and the promotion of its outcomes to selected stakeholders, target groups including policy makers in a more individualised and specific manner.
7. Respond to ad hoc assignments related to the implementation of the program including coordination and follow up.

Qualifications/special skills

Academic Qualifications: Advanced university degree in social sciences is required particularly in the area of anthropology, sociology, Arab history, geography and economics. A PhD level university degree in combination with one additional year of qualifying work experience is desirable.
Experience: A minimum of 1 year of qualifying work experience with proven experience in policy formulation is required;
In-depth expertise in one or more areas relevant knowledge, assessment and policy analysis and experience in communicating, promoting and incorporating evidence into future vision and policy development processes is desirable.
Have experience in drafting policy stances, vision document and regulations in Arab countries; and able to provide information and give presentations on socioeconomic issues to a wide range of relevant stakeholders is desirable;
Have professional or academic experiences in the development of macro indexes development and implementation frameworks, instruments and tools is desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and Arabic are required.
