Result of Service

- Draft regional and country specific technical and policy analysis related to macroeconomic challenges with regard to enhancing social expenditure and fiscal sustainability (English and Arabic languages);
- Draft materials to regional capacity development workshop and national capacity development workshops on public social expenditure and macro-fiscal reforms (English and Arabic languages);
- Update Social Expenditure Monitor database for ESCWA countries during 2022, as per latest data available and in coordination with focal persons from ESCWA and national counterparts;
- Contribute to supporting the implementation of the work programme related to public finance and inclusive fiscal policy, including implementation of the social expenditure monitor project.

Duties and Responsibilities

The Project entitled public finance and inclusive fiscal policy has an overall vision to support member States in fiscal policy and budgeting toward rebalancing their social expenditure priorities in coherence with macroeconomic policy. The objective of this consultancy is to substantively contribute to The Social Expenditure Monitor (SEM) and fiscal policy analysis work programme of ESCWA, including update of SEM database for Tunisia and other countries in the region, capacity development workshops on SEM and fiscal policy reforms for Tunisia, regional capacity development workshops related to the work programme, analysing and drafting contributions that informs country papers and regional reports, which are the core of the project implementation phase. The project also ensures implementation of the request of Tunisia (Request No. 2018-0153) and Jordan (Request No. 2018-0135) related to establishing social expenditure monitor and improving capacity of officials to use the SEM and tools to inform budgeting and fiscal policy reforms.

The main duties and responsibilities of the consultant are the following:

- Contribute to research, drafting and developing a database on public expenditure reforms, including social expenditure and subsidy reforms across the region during the past decade;
- Contribute to preparing draft analysis on macroeconomic challenges with regard to enhancing social expenditure and fiscal sustainability across the region, and tailor it to country contexts and draft policy recommendations (preparing five country profiles in English and Arabic languages);
- Contribute substantively to prepare social expenditures database and support capacity development workshops on public social expenditure and macro-fiscal reforms for Arab Countries as per ESCWA technical cooperation programme;
- Update ESCWA SEM database during 2022, as per latest data available and in coordination with focal persons from ESCWA and national counterparts in Tunisia, and other countries in the region (as data are available);
- Undertake research to update the existing database on tax reforms undertaken by Arab States in 2020 and 2021 and draft analysis of the reforms across the region;
- Contribute substantively to the regional Social Expenditure Monitor report (2021) finalization and provide supplementary research as needed and contribute to preparing advocacy material;
- Contribute quantitative analysis on impact of fiscal policy on income and distributional outcomes using incidence analysis;
- Undertake related tasks on ad hoc assignments as requested by the supervisor.

Qualifications/special skills

Academic Qualifications: University degree in economics or social science is required.
Experience: 5 years of demonstrated experience in macro-fiscal analysis, research, understanding public finance reforms, and analyzing public finance data is required.
Knowledge of economic development issues in the Arab region is desirable.
Knowledge of quantitative/econometric analysis is desirable.
Language: Excellent command of English and Arabic is required.
