Org. Setting and Reporting

This post is located in the Europe and Central Asia Division (ECAD) of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO). The incumbent will report to the Team Leader of the Southeast Europe team in the Europe and Central Asia Division (DPPA-DPO).

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

The Political Affairs Officer will be responsible for the following duties:

• Reviews and monitors developments in Southeast Europe with a potential impact on peace and security and the implementation of UN peace operation mandates; provides assessments of the political economy situation in the region and formulates recommendations for solutions and possible action and initiatives by the United Nations.
• Maintains awareness of the political and operational environment as it relates to the UN Mission in Kosovo* (UNMIK).
• Contributes to the formulation of strategic and operational guidance and courses of action to advance the implementation of the mandate of UNMIK and mitigate potential challenges.
• Supports cooperation and coordination with multilateral and regional organizations and other relevant actors, including the European Union, the Organization for Security and Cooperation in Europe, the Council of Europe, and the North Atlantic Treaty Organization.
• Analyses political and related developments, trends and issues within the assigned area to provide early warning advice to the Secretary-General, Under-Secretaries-General for Political and Peacebuilding Affairs and Peace Operations, and Assistant Secretary-General for Europe, Central Asia and the Americas, and other senior officials.
• Prepares analytical notes and reports on political and operational issues; drafts notes, background papers, reports of the Secretary-General, talking points, speeches, code cables and other correspondence for senior UN officials.
• Acts as focal point for research and analysis of information on cross-cutting, thematic or other specific issues related to the assignment.
• Provides information and advice to senior officials regarding substantive political matters and country or regional issues and prepares recommendations on appropriate courses of action.
• Maintains contacts with UN presences in the region, relevant UN entities within and outside the Secretariat, relevant Member States, and international and regional organizations and partners.
• Supports the work of inter-agency task forces and other consultation and coordination mechanisms.
• Provides support and advice to the Resident Coordinators in the region.
• Participates in planning and assessment missions and accompanies senior UN officials in their visits to the region.
• Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
• Performs other related duties as required.
* References to Kosovo should be understood to be in the context of Security Council resolution 1244 (1999).

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience working on peace and security issues related to Southeast Europe is required.

Experience supporting the Women, Peace and Security agenda is desired.

Experience in providing support to a UN peace operation or similar international organization is desired.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN regional commissions, agencies, funds, and programmes) or similar international organization or non-governmental organization is desired.

Experience in inter-agency coordination at the international level within the UN system or similar international organization is desired.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage. Knowledge of local languages of Southeast Europe is desired.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available through 31 October 2022, with a possibility for an extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Extension of appointment or temporary assignment beyond this date will be subject to satisfactory performance, availability of the position and/or extension of the mandate/budget.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
