Result of Service

Strengthen risk governance in Turkey and the implementation of the Sendai framework Target E on DRR strategies, by supporting cities and local self-governments assess resilience to disasters and contribute to build back better recovery efforts to the COVID-19 crisis. The exercise will also contribute to reinforcing overall Sendai Framework implementation in country and accompanying Turkey in meeting SDGs.

Background information

The unprecedented risk landscape, marked by the COVID-19 pandemic and worsening climate emergency, is putting at test the resilience and capacity of systems at all levels to manage disaster risk, forcing difficult trade-offs given the health, economic, and social challenges it raises. Systemic risk such as COVID-19 do not know borders, have a solid territorial dimension and present significant implications for crisis management and policy responses, contributing to already complex risk landscapes.

The United Nations Office for Disaster Risk Reduction (UNDRR), as custodian of the Sendai Framework for DRR 2015-2030, strives to engage all actors key to building systems more resilient to disasters. The Target E of the Sendai Framework calls for substantial increase in the number of countries with national and local disaster risk reduction strategies.

City resilience is a priority of the Sendai Framework, and a key dimension of UNDRR's engagement in Turkey. Through the Making Cities Resilient 2030 initiative, local actors have access to a global instrument with multiple standards and tools proposed by the partners engaged in the initiative, designed to enable cities to achieve resilience by paving the way for the development of a dedicated Resilience Strategy Action Plan for more resilient local systems. One of such tools is UNDRR's resilience assessment, Disaster Resilience Scorecard for Cities, which supports aims to assist local governments in carrying out a monitoring review of their ability to develop local DRR and resilience strategies. In addition, the Public Health System Resilience Scorecard aims to address the impact of disasters from the public health perspective, covering numerous areas, such as the public health system's ability to deal with emergencies alongside continuing to execute its day-to-day functions, as well as the needs of vulnerable populations in the wake of a disaster.

As coordinator of the DRR agenda within the UN system, UNDRR provides local actors at all levels with guidance, capacity building tools and instruments through its MCR2030 initiative. UNDRR supports cities in engaging in their resilience journey, in learning from others, in view of contributing to the development and implementation of DRR strategies and plans in line with the recommendations outlined in the Sendai Framework.

Mission and objectives

UNDRR aims to support the resilience building efforts in Turkey in view of strengthening recovery efforts in the face of the COVID-19 crisis and accelerating the implementation of the Sendai Framework in country. Its mission targets city and local self-government resilience building in the context of the Making Cities Resilient 2030 initiative. Its aim is also to support efforts by the National Sendai National Focal Point and the UN family in support of SDG and Sendai Framework implementation. Concrete engagement in country will offer an opportunity to better connect the Sendai Framework and UNDRR's mandate with the UN action and priorities at country level.

Duties and responsibilities

The Consultant will be responsible for the launch and implementation of the Making Cities Resilient 2030 initiative in Turkey, with the aim at increasing the number of cities, local governments and partners joining the Making Cities Resilient 2030 initiative, engaging cities in support of the development and implementation of strategic frameworks for more resilient local systems, while supporting Turkey in meeting the Sustainable Development Goals and SDG 11 in particular. UNDRR's Disaster Resilience Scorecard for Cities assessments support local governments in improving their capacity to develop local DRR and resilience strategies; the Public Health System Resilience Scorecard aims to address the impact of disasters from the public health perspective, informing recovery efforts to the COVID-19 crisis.

The consultant will work in close collaboration with the National Sendai Focal Point, the UN Resident Coordinator office and country team, and under the overall guidance of the MCR2030 Regional Secretariat for Europe and Central Asia.

These duties will entail a series of outreach activities, meetings and workshops, as well as the production of relevant material to MCR2030 in Turkey, to ensure a comprehensive development process. These activities will be carried out in virtual and in person mode, depending on the sanitary situation.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in sustainable development, environmental sciences, public administration, social sciences, urban planning, business or related area is required. A first-level university degree combined with at least two years of qualifying experience may be accepted instead of an advanced university degree.
A minimum of 5 years of working experience in disaster risk management, climate change
adaptation, urban planning and sustainable development, or related areas is required. Experience working with local governments, building relationships with different stakeholders, as well as existing networks is desirable. In addition, experience in the above-mentioned areas in the context of Turkey, as well as experience working on biological hazards and resilience of health systems is desirable.
Language: Fluency in written and spoken English and Turkish is required.

Outputs/Work Assignment
1. Contribute to the development and implementation the MCR2030 initiative in Turkey, including through:
a. Targeting at least 20 local governments from across Turkey for engagement in MCR2030, in line with the MCR2030 resilience roadmap, in close collaboration and building synergies with the ongoing local resilience work driven by the Sendai Framework National Focal Point of Turkey, as well as the Resident Coordinator's Office and other UN and national initiatives contributing to local level resilience;
b. Conducting dialogues, meetings, interviews, trainings and workshops with the local government representatives and local stakeholders, in close collaboration with the Sendai National Focal Point of Turkey and UNDP country team, to apply the disaster resilience scorecard and the public health scorecard addendum in at least 3 cities in Turkey.
c. Producing advocacy messages to encourage Turkish cities to be part of the MCR2030 initiative, including through the promotion of impact stories from Turkish cities in MCR2030 communication channels.
d. Contribution to the engagement of local governments in regional initiatives supporting resilience building to disaster risk and contributing to lessons learnt, including through collaboration with DPPI and NALAS and building on good practices and work undertaken through MCR2030 in the broader region.
2. Deliver a final report on the status of the actions and implementation of MCR2030 in Turkey.
3. Provide overall support to UNDRR engagement in Turkey, in coordination with the UNDRR Regional Office for Europe and Central Asia, the UN Resident Coordinator's Office and UN partners in the country.
4. Translate relevant materials to Turkish.
