Result of Service

The current Terms of Reference focus on the second step of the development process of ESCWA's overall strategy, and on the preliminary work in view of the development of UNESCO's Arab Regional Education Support Strategy. The incumbent's work is aimed to provide ESCWA and UNESCO with foresight analysis of trends which are likely to shape the Arab region's future in the next decade, together with risks and opportunities that ESCWA and UNESCO ought to keep in mind when developing their longer-term (2030) strategies

Duties and Responsibilities

The objective of the consultancy is to conduct a foresight analysis of trends and build a likely scenario for the Arab region in 2030, including risks and opportunities. The outcome will inform ESCWA's development of its Theory of Change and its longer-term (2030) Strategy, as well as UNESCO's Arab Regional Education Support Strategy. The focus of the analysis should be on ESCWA's and UNESCO's key areas of work: Inclusive economic development, public finance and trade; Social protection and reduction of inequalities (gender, youth, disability, etc.); Climate change and natural resource sustainability; Gender equality and women's empowerment; Education and human capital; Governance, resilient development and conflict prevention; Data, statistics and technology for development.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in social sciences, development studies, management, international relations, economics or any other related field is required.
Experience: Ten years of experience in conducting focused research on issues related to socioeconomic development and/or development work is required.

Demonstrated knowledge of the political, economic, social and environmental landscape of the Arab region is desirable.

Excellent drafting skills to convey complex messages in a simple yet precise way is desirable.
Language: Fluency in oral and written English and Arabic is required for this consultancy
