Org. Setting and Reporting

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is located in the Legal and Policy Unit of the Governance Branch of the Secretariat of the Basel, Rotterdam and Stockholm Convention (BRS), in Geneva. The Governance Branch is responsible for the management and coordination of meetings of the conferences of the Parties and their subsidiary bodies, and for the legal and other governance and policy aspects of the work of the conventions. The latter includes legal advisory functions to conventions bodies, legal issues with respect to the implementation and further development of the conventions such as country contacts, legal clarity, amendment-related issues, liability and compensation, compliance, legal information, legislation, controlling international trade, preventing and combating illegal traffic and trade, and issues pertaining to the enforcement of the conventions.

Under the direct supervision of the Senior Legal Officer, the incumbent will perform the following functions:

Responsibilities

1. Handles a range of issues related to the Basel, Rotterdam and Stockholm Conventions and the activities and operations of the Secretariat of the Basel, Rotterdam and Stockholm Conventions, UNEP and the United Nations, in consultation with appropriate colleagues within the organization.
2. Services or assists colleagues in servicing meetings of the Conferences of the Parties to the Basel, Rotterdam and Stockholm Conventions and of subsidiary and other bodies, including in the preparation of background materials, meeting documents, reports, etc.
3. Prepares or assists in the preparation of analysis and opinions, drafts of background papers, publications and other materials pertaining to the Basel, Rotterdam, and Stockholm Conventions and related issues or activities; undertakes basic or extensive review of legal and policy documents or other materials; identifies important issues, similarities, errors, inconsistencies, etc., and makes appropriate recommendations.
4. Receives and addresses information received from States and Parties with respect to the ratification, implementation and further development of the conventions.
5. Conducts extensive research.
6. Performs other related duties as assigned.

Competencies

PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to policy, governance and legal matters under multilateral environmental agreements. Experience with providing legal and policy advice and undertaking legal and policy research on treaties such as multilateral environmental agreements and their governing bodies.. Ability to identify issues, analyze and participate in the resolution of issues/problems Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

Advanced university degree (Master's degree or equivalent) in international relations or law or a related field. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of relevant and progressively responsible working experience, with emphasis on international relations and international law is required.

Experience in international environmental politics and law, in particular multilateral environmental agreements, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French and Spanish is desirable. Knowledge of another UN official language is an advantage.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Initial appointment against this post is for a period of one year and may be subject to extension. This post is for part-time basis at 50%.
