Cadre organisationnel

This post is in the Operational Activities and Review Section, Environment Division, United Nations Economic Commission for Europe (ECE). The incumbent reports to the head of the Environmental Performance Review (EPR) Unit in the Operational Activities and Review Section.

Responsabilités

The Research Assistant is responsible for the following duties:
• Provides assistance in relation to chapters in individual EPR reports by undertaking research on unclear or deficient parts of chapters in environmental, economic, social, legal, administrative or statistical domains; seeks advice from secretariat or outside experts on matters requiring such advice; uses information sources (ECE databases, Internet, library, personal contact of experts).
• Contributes research to the preparation of country profiles and introductory chapters for all EPR projects and reports; ensures correctness and use ability of country profiles in direct contact with national authorities concerned.
• Establishes and updates, for internal use only, a virtual network of environmental research institutions on the World Wide Web.
• Searches regularly through this network, other Web-based research materiel and in print literature for information of importance to the work of the Division.
• Compiles succinct reports on this information for team leaders and other staff members of the Division.
• Assists in the programme for Pan-Europe Environmental Monitoring, including identification and assessment of potential participants in a Pan-European environmental monitoring system.
• Establishes regular contacts with UNEP GRID/Arendal, the European Environment Agency, EUROSTAT and other international organizations concerned with collection of environment-related information in Europe.

Participates in other urgent research and data collection related activities in the Division as identified by the Chief of the Division in cooperation with team leaders concerned.

Work implies frequent interaction with the following: First and Second Supervisors and Professionals using data produced, with the Section.

Additionally, frequent interaction with UNEP GRID, UNEP ROE and UNDP and, as needed, with EEA, OECD, Eurostat and relevant national agencies..

Results Expected: Provides reliable assistance in programme/project implementation activities and research support. Demonstrates understanding of the context of programmes/projects and issues in assigned area, and uses increasing independence in processing of work and follow-up actions. Demonstrates initiative in the identification and resolution of issues/problems. Is well organised, produces accurate reports, records and/or data, put together with only general guidance. Consistently applies appropriate policies, guidelines and procedures. Effectively, and in timely manner, liaises and interacts with colleagues and concerned parties internally and externally.

Formation

Completion of secondary school or equivalent commercial school.

Expérience professionnelle

At least 8 years of experience of data analysis and compilation is required

At least 4 years of experience of data analysis and compilation is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is an advantage. Knowledge of another official United Nations language is an advantage.

Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.

All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.
