Cadre organisationnel

The United Nations Office at Nairobi (UNON) is the UN Headquarters in Africa and the representative office of the Secretary-General. It supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information technology services. (www.unon.org). This post is located in the Joint Medical Services Unit, Human Resources and Management Service.

Under the supervision of the Chief Medical Officer the incumbent will work in close collaboration with a multidisciplinary team of health professionals to ensure the effective and efficient performance of the Joint Medical Services Unit.

Responsabilités

The incumbent will perform the following duties:
• Contributes to the design and implements an occupational health and safety program for the UN compound in Gigiri, incorporating input from staff and management, key sections including facilities, security and senior management.
• Develops and implements an emergency medical preparedness system for the duty station in close liaison with the Security and Safety Services Service and the Business Continuity Services of UNON.
• Designs and develops a system to ensure efficient and state-of the-art services provision at the UN clinic
• Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies, pre-placement and periodic medical examinations, immunizations etc. Refers staff to, and follows up with outside specialists, as necessary.
• Coordinates the health education programmes. • Organizes/participates in addressing work environment and occupational health issues.
• Advises Administration on medical standards for recruitment, sick leave, and medical evacuations as per United Nations policies and guidelines. • Manages/supports day-to-day operations.
• Assists in the design and implements appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).
• Provides oversight on the JMS satellite clinics in Dadaab and Kakuma.
• Implements the medical response to pandemics and disease outbreak, such as the UN Kenya COVID-19 pandemic response plan. Provides technical guidance to the Crisis Management Team and periodic updates, as well as respond to management and staff on issues related to these specific needs and campaigns..
• Deputizes for the Chief Joint Medical Officer. In her/his absence the incumbent supervises and coordinates the team of health specialists including: UN Cares coordinator, medical officers, staff counselor, UN Cares coordination officer, laboratory technicians and nurses; ensures availability of supplies and proper functioning of medical equipment.

Formation

Advanced University Degree (Doctorate (MD) or equivalent) in medicine, including residency in one of the medical specialties, preferably internal medicine or public health or occupational health, is required. Must be registered with the Kenya Medical Practitioners and Dentist Board and licensed to practice in Kenya. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

A technical or vocational certificate in Basic Life Support or Emergency Trauma Bag, Prehospital Trauma Life Support, Advanced Cardiac Life Support, Advanced Trauma Life Support or Equivalent is required.

Expérience professionnelle

A minimum of seven (7) years of progressively responsible clinical experience in one of the areas of medicine is required.

Experience in implementing a health and safety programme in the workplace environment is desirable.

Experience in medical emergency operations and planning is required.

Experience in assessing medical facilities in the field is desirable.

Experience of the local health system in Kenya and understanding of local culture and language is required.

Experience establishing effective collaboration and partnerships with officials at all levels inside and outside the organization is desirable.

Experience handling the COVID-19 pandemic in an organization setting is required.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Kiswahili/Swahili (both oral and written) is required.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.

Appointment against this post is on a local basis. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance.

THIS POSITION IS OPEN TO NATIONALS OF KENYA ONLY. National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office. If no suitable local candidate is identified, Kenyan nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to traveling and relocating to Kenyan in the event of an employment offer.
