Cadre organisationnel

The Senior Humanitarian Principles Officer reports directly to the Senior Humanitarian Principles Coordinator and is expected to provide advice to the Senior Humanitarian Principles Coordinator on the application of humanitarian principles across UNRWA’s areas of operation.

Responsabilités

-Identifies, analyzes and monitors key developments, trends and emerging issues that impact on UNRWA's ability to apply humanitarian principles;. All analyses must include and assessment of risk to Palestine refugees and the agency;

- Develops strategic plans and implements work plans in accordance with the Agency's direction on humanitarian principles; works with other key staff at HQs and Fields to ensure effective implementation, monitoring and evaluation;

- Coordinates with various strategic partnerships inside UNRWA and with other UN organisations on humanitarian principles; provides information, analysis and updates on activities and results as appropriate;

- Manages internal communication on the matter of humanitarian principles with the objective of having constant dialogue and feedback relating to challenges and possibilities;

- Creates proposals, decisions, and internal communication with colleagues in the field so as to ensure that the application of humanitarian principles forms part of staff identity;

- Develops appropriate indicators and evaluation techniques, monitors the impact and progress of interventions/actions in coordination with the concerned HQ(A) departments;

- Prepares analytical reports and papers on sensitive and high-profile matters of concern,
including but not limited to, situation reports, briefing notes, options papers.

Formation

Advanced university degree (Masters' or equivalent) from an accredited educational institution in political science, international relations, international economics, law, public administration, or related field.

Expérience professionnelle

A minimum of eight years of progressively responsible professional experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area.

- At least five years of international exposure in senior leadership and management functions, including coordination of interdisciplinary teams, project management and in dealing from/or with a UN entity as well as proven track of substantive policy development and management, and designing and facilitating complex development interventions.

- Knowledge of historical and contemporary issues of the Middle East.

- Experience in outreach, analysis, advice and reporting is required.

- Familiarity with the United Nations system and practices (desirable)

Connaissances linguistiques

Excellent command of written and spoken English and Arabic.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Notice spéciale

Type of Contract: Limited Duration Contract (LDC - Band H) .

Duration of Contract: One year - with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

The Limited Duration Contract applies to external candidates and UNRWA internal candidates on LDC.

Monthly basic salary starting from $3,225.70 depending on the professional knowledge and other benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the contract where less than one year, and family allowance (if applicable).

This advertisement is open for candidates from Gaza. Only candidates residing in the duty station of the post with authorization to work in that duty station at the time of application are eligible to apply. The Agency will not assume
responsibility or accountability to support or facilitate the issuance of work permits to the incumbent, and without a valid work permit, the appointment may be rescinded.

Given the nature of the demands of the office of the Commissioner-General, the incumbent will be frequently required to work outside normal office hours.
