Duties and Responsibilities

Background

As part of efforts to support Member States to produce reliable, accurate and timely data and information for monitoring and reporting on Agenda 2030 and the Sustainable Development Goals (SDGs), UN-Habitat through its units -Global Land Tool Network (GLTN) and Data and Statistics Unit (DAU) launched in July 2021 – in collaboration with ECA and FAO - the project “Disaggregated Land Indicators for Policies and Actions that Leave No One Behind in Africa” to be implemented during the period 2021- 2024, with funding from the United Nations Department of Economic and Social Affairs (UN DESA) – Development Account (DA). The main objective of the project is to strengthen capacity of selected member states in Africa - Zambia, Senegal, Ethiopia, Morocco, and Democratic Republic of Congo (DRC) - to produce and utilize timely, reliable, accurate and sex-disaggregated land tenure security data to inform evidence-based policy decisions that leave no one behind while reporting on the cluster of SDGs land-related indicators (1.4.1, 1.4.2, 5.a.1, 11.1.1, 11.3.1, 11.7.1) at national, regional and global levels.

As part of the project activities, UN-Habitat is seeking an Ethiopian national statistician/data expert to support the assessment of the availability of land ownership and tenure security data in Ethiopia including compilation, analysis and presentation of existing data from previous surveys conducted by the Central Statistics Agency of Ethiopia (CSA) including housing and population censuses, Demographic and Health Surveys (DHS), Living Standard Measurement Surveys (LSMS), agricultural surveys, Multiple Indicator Cluster Surveys (MICS) among others. This involves assessing the feasibility of integrating the globally approved joint methodology that provides critical methods and questions in national surveys, censuses and other data collection activities to facilitate monitoring and reporting on SDG indicators 1.4.2 - Proportion of total adult population with secure tenure rights to land, (a) with legally recognized documentation, and (b) who perceive their rights to land as secure, by sex and type of tenure and 5.a.1 - (a) Proportion of total agricultural population with ownership or secure rights over agricultural land, by sex; and (b) share of women among owners or rights-bearers of agricultural land, by type of tenure. The consultant will also serve as the liaison between UN-Habitat, CSA and the national land registry/ line ministries in the implementation of the project in Ethiopia.

Reporting Line

The consultant will work remotely in Ethiopia and report to the Head of the Data and Analytics Unit and/or his designate in close collaboration with the colleagues from the Global Land Tool Network (GLTN) and ECA.

Responsibilities

Within the delegated authority and under the supervision of Head of the Data and Analytics Unit and/or his designate, the consultant will be responsible for the following duties:

1. Assessment of the availability of land ownership and tenure security data in Ethiopia and compile, analyze and present secondary data availed in various databases from administrative sources (land registries and line ministries) and past household surveys (DHS, MICS, LSMS, etc.) and censuses conducted by Ethiopia Statistics Agency to examine the status of land tenure security in Ethiopia as outlined in SDG indicators 1.4.2 and 5.a.1.
2. Prepare training materials and other relevant documents as part of support to the organization of capacity building activities on the methodological and dissemination workshops to be organized in Ethiopia.
3. Prepare reports of capacity building activities on the methodological and dissemination workshops to be organized in Ethiopia.

Qualifications/special skills

Academic Qualifications: A first level degree in Statistics, Demography, Economics, Quantitative Sociology, or related field is required.
Experience: 5 years of experience as statistician/data expert including in analyzing large datasets (e.g. DHS, MICS, LSMS), summarizing and presenting data and statistics on sustainable development goals using relevant computer software (Stata, R, SPSS, etc.) is required.
Additional experience in the coordination and drafting of project reports is required. Some level of knowledge and experience working with the SDGs is highly desirable. Experience of the statistical system in Ethiopia is highly desirable.
Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of any other UN language will be an advantage.
