Cadre organisationnel

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP Office for Asia and the Pacific helps to implement all UNEP's programmes and projects in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.

The focus of this post is to provide strategic advice and technical oversight for the project "Promotion of action against marine plastic litter in Asia and the Pacific" (CounterMEASURE II) " to ensure that all outputs are high quality and consistent with the effective delivery of results according to the Project Document. The incumbent will also facilitate and promote coordination and collaboration with other initiatives related to marine plastic litter at national, regional and global levels.

This position is located in UNEP Asia and the Pacific Office in Bangkok.

Under the direct supervision of the Regional Director and Coordinator of Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities (GPA), with an additional reporting line to the Deputy Regional Director of UNEP Asia and the Pacific Office, and working closely with the Regional Coordinator for Chemicals, Waste and Air quality, the incumbent will be responsible for the following duties:

Responsabilités

• Takes the lead to manage, implement, monitor evaluate and report the CounterMEASURE II project; directs subordinates in project implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
• Directs research and project evaluations and presents information gathered from diverse sources.
• Coordinates strategic policy analysis and interventions; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
• Guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Manages partnerships within the region including those with donors, technical entities, and members of the Project Advisory Groups to ensure that assigned outputs will generate high quality products and visible results contributing to global project outcomes under UNEP Programme of Work.
• Supervises preparation of various documents and outreach activities, e.g. background papers, analysis, substantial sections of reports and studies, communications materials, events.
• Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
• Guides outreach activities, design and conduct of project workshops, seminars, makes presentations on assigned topics/activities.
• Ensures implementation of youth engagement and gender mainstreaming guidelines by assessing the implications for youth, men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Leads planning and assessments of field missions, including provision of guidance to external consultants, government officials and other parties and undertakes the drafting mission summaries.
• Coordinates activities related to budget and funding project preparation and submissions, progress reports, financial statements, risk assessments and ensures preparation of related documents/reports for relevant meetings and audiences.
• Serves as an effective spokesperson, supervises and establishes collaboration and partnerships at all levels within UNEP and outside the organization.
• Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff.
• Perform other duties as required.

Formation

Advanced university degree (Master’s degree or equivalent) in environmental science, environmental management, or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of ten years of progressively responsible experience in environmental project or programme management, or related area is required.

Experience in designing and implementing programmes/projects in the region of Asia and the Pacific concerning marine litter and/or plastic pollution is desirable.

Experience in implementing projects related to the UN or other international organization is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable. Knowledge of language in Asia is desirable.

NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.
