Org. Setting and Reporting

This position is located in the Europe and Central Asia Division (ECAD) of the Departments of Political and Peacebuilding Affairs and Peace Operations - Shared Structure (DPPA-DPO) at Headquarters in New York. The incumbent will report to the Team Leader of the Southeast Europe team in the Europe and Central Asia Division (DPPA-DPO).

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

Within delegated authority, the Political Affairs Officer, as desk officer for a number of European countries, sub-region(s), regional organizations and entities, will be responsible for the following duties:

• Reviews and monitors developments in Southeast Europe with a potential impact on peace and security, including in non-mission settings, and the implementation of UN peace operation mandates; provides assessments of the political economy situation in the region and formulates recommendations for solutions and possible action and initiatives by the United Nations.
• Maintains awareness of the political and operational environment as it relates to the UN Mission in Kosovo* (UNMIK).
• Supports cooperation and coordination with multilateral and regional organizations and other relevant actors, including the European Union, the Organization for Security and Cooperation in Europe, the Council of Europe, and the North Atlantic Treaty Organization.
• Analyses political and related developments, trends and issues within the assigned area to provide early warning advice to the Secretary-General, Under-Secretaries-General for Political and Peacebuilding Affairs and Peace Operations, and Assistant Secretary-General for Europe, Central Asia and the Americas, and other senior officials.
• Prepares analytical notes and reports on political and operational issues; drafts notes, background papers, reports of the Secretary-General, talking points, speeches, code cables and other correspondence for senior UN officials.
• Acts as focal point for research and analysis of information on cross-cutting, thematic or other specific issues related to the assignment.
• Provides information and advice to senior officials regarding substantive political matters and country or regional issues and prepares recommendations on appropriate courses of action.
• Maintains contacts with UN presences in the region, relevant UN entities within and outside the Secretariat, relevant Member States, and international and regional organizations and partners.
• Supports the work of inter-agency task forces and other consultation and coordination mechanisms.
• Provides support and advice to the Resident Coordinators and United Nations Country Offices in the region, and backstops UN Peace and Development Advisors, where applicable.
• Participates in planning and assessment missions and accompanies senior UN officials in their visits to the region.
• Participates in conferences, seminars and academic fora related to his/her assigned area of expertise, and develops and maintains a network of relevant stakeholders, including civil society and think tank representatives.
• Performs other related duties as required.

* References to Kosovo should be understood to be in the context of Security Council resolution 1244 (1999).

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience working as a desk officer for an international or regional organization is required.

At least one year of experience working on peace and security issues related to Southeast Europe is desirable.

Experience supporting the Women, Peace and Security agenda is desirable.

Experience in inter-agency coordination and strategy development at the international level within the UN system or similar international organization is desired.

Experience on developing partnerships at the international level with European institutional partners is desired.

Experience with the development and implementation of conflict prevention strategies in non- mission settings is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
