Duties and Responsibilities

Background

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially, economically and environmentally sustainable cities, towns and other human settlements. It is the focal point for urbanization and human settlements matters within the UN system. UN-Habitat, in collaboration with other UN-System entities recently developed a Global Urban Monitoring Framework, (UMF).

The UMF harmonizes existing urban indexes and tools, to propose an agreed universal framework that will be used to measure the urban SDGs and the NUA. It also serves as a monitoring tool for the UN-Habitat Flagship Programme SDG Cities, supports the UN-system wide framework’s mandate on the implementation of the urban SDGs and aligns with Member States’ search for greater coherence to measure progress and report on the urban dimensions of the SDGs. It also addresses the economic, social, and environmental dimensions of sustainable urban development, including a rural urban interlinkage ensuring no one is left behind. The agreed framework is a useful tool for the preparation of Voluntary Local Reviews (VLRs) and the preparation of urban data for the Common Country Assessments with the UN Country Teams. It consists of 72 indicators, and the methodology for measuring and recording them has been developed.

The UMF is in its pilot stage, and with its incorporation within the SDG Cities Flagship Programme and promotion through UN-Habitat HQ and country offices it is expected to be utilized by 100s of cities worldwide. To facilitate this, the UMF will be digitized.

Objective

The Senior Advisor: Legacy Creation will be responsible to define a common way of working amongst all partners, including participating cities, national authorities, academia, civil society, business and investment, that respects human dignity and delivers on social, economic, environmental, cultural and governance dimensions of development, championing the principle of Leaving No-one Behind. He/she will advise the SDG Cities Coordinator on how this should be reinforced in the identification and selection of partners, their onboarding process, in the monitoring and evaluation of their performance and in their daily interactions.

DUTIES, RESPONSIBILITIES and OUTPUTS

The Senior Advisor: Legacy Creation will report directly to the SDG Cities Coordinator and interact with the existing SDG Cities partners.

(a) The consultant will engage with the key SDG Cities Partners, including pilot cities and UN-Habitat country offices working with them.
(b) The consultant will define a set of principles and metrics that define a common way of working that unites SDG Cities partners in generating legacy of a global initiative.
(c) The consultant will reflect these principles and metrics as inserts in the following documents:
• Partnership selection and oversight guideline
• SDG Cities Guideline for participating cities
• SDG Cities Certification guide
• Events management guideline

Qualifications/special skills

Advanced degree in Organizational Analysis, Organizational Development, Business Administration, Management and Team Building, or related fields is required. A Bachelor’s Degree with two years qualifying experience will be acceptable.

Experience
A minimum of 7 years’ experience in Legacy Creation in a complex multi-partner environment is required.

Language
Fluency in English, written and verbal are required. Outputs will be delivered in English language.

Skills
The successful candidate will be an exceptional Legacy Creation Professional who is able to show that he/she has the necessary imagination, skills and experience for this demanding role. Exceptional communication skills, both written and verbal are desirable.
Excellent active listening skills are desirable. Ability to clearly articulate messages to a variety of audiences, establish and maintain strong relationships and influence others and move toward a common vision or goal is desirable. Well organized with a natural inclination for strategy and tactics is desirable. Understanding of organizational issues and challenges is desirable.
