Duties and Responsibilities

Background

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially, economically and environmentally sustainable cities, towns and other human settlements. It is the focal point for urbanization and human settlements matters within the UN system. UN-Habitat, in collaboration with other UN-System entities recently developed a Global Urban Monitoring Framework, (UMF).

The UMF harmonizes existing urban indexes and tools, to propose an agreed universal framework that will be used to measure the urban SDGs and the NUA. It also serves as a monitoring tool for the UN-Habitat Flagship Programme SDG Cities, supports the UN-system wide framework’s mandate on the implementation of the urban SDGs and aligns with Member States’ search for greater coherence to measure progress and report on the urban dimensions of the SDGs. It also addresses the economic, social, and environmental dimensions of sustainable urban development, including a rural urban interlinkage ensuring no one is left behind. The agreed framework is a useful tool for the preparation of Voluntary Local Reviews (VLRs) and the preparation of urban data for the Common Country Assessments with the UN Country Teams. It consists of 72 indicators, and the methodology for measuring and recording them has been developed.

The UMF is in its pilot stage, and with its incorporation within the SDG Cities Flagship Programme and promotion through UN-Habitat HQ and country offices it is expected to be utilized by over 1000 cities worldwide. To facilitate this, the UMF will be digitized and made easily accessible to interested cities. The tool will enable data entry and will generate analysis that will be represented through graphs and narrative.

UN-Habitat has recently signed an MoU with the Global CEO Alliance, wherein through CSR support, its partner company, ADEC Innovations, will digitize a suite of tools that will be used by the SDG Cities Flagship Programme. This includes the UMF digital tool.

Objective

The consultant will be technically supervised by the Head of UN-Habitat Data and Analytics Unit, and work under the overall guidance of Dyfed Aubrey the SDG Cities Flagship Initiative Coordinator.

Based on the given UMF methodology, and in close consultation with ADEC Innovation the consultant will design the digital tool and set it up in an Excel format (or suitable database platform) ready for digitisation.

Qualifications/special skills

Academic Qualifications: Bachelors’ Degree in Data Management and Design, Data Visualization, Statistics, digital systems or related field is required.
Experience: Experience

5 years’ experience in digital software development is required.

- Understanding of digital data is desirable.
- Design of digital diagnostic tools is also desirable.
- Understanding of international development context is desirable.

Language: Fluency in English, written and verbal is required.
Outputs will be delivered in English language.
