Cadre organisationnel

The post is located at the Secretariat to the Governing Bodies Section (SGB), Division for Treaty Affairs (DTA), UNODC, in Vienna. The Associate Secretariat Services Officer will report directly to the Chief of SGB under the overall supervision of the Director of the Division.

Responsabilités

Within assigned authority, the incumbent will perform the following specific duties:
• Assist in the substantive preparation, organization and servicing of the sessions and intersessional work of the Commission on Crime Prevention and Criminal Justice (CCPCJ) and the Commission on Narcotic Drugs (CND), including its subsidiary bodies, as well as the work of the Extended Bureaux of the Commissions, and the United Nations Congresses on Crime Prevention and Criminal Justice;
• Prepare speaking notes, background documentation and other written reports in preparation for and the follow-up to the meetings of the bodies mentioned above; prepare pre-session reports on agenda items, in-session papers, and assist with preparation of final report of the meetings; assist in the preparation of draft reports of parliamentary meetings;
• Conduct research, prepare and coordinate parliamentary documentation on specific items of the agenda for the Commissions, General Assembly (GA), Economic and Social Council (ECOSOC) and other legislative bodies;
• Review and analyze information related to the treaty-based functions of the Commission on Narcotic Drugs regarding the scope of control of substances and draft reports based on that information;
• Assist with the maintenance of budget and programme implementation and preparation of related reports, and with the preparation of funding proposals, project administration, implementation and reporting, and other management requirements for the work of SGB;
• Assist in the organization of hybrid events on online events platforms, prepare audio-visual material promoting the work of the CND and the CCPCJ for print and online publications, assist in video production, preparation of elearning tools, website design and maintenance;
• Perform any other work-related duties as required.

Compétences

• Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to crime prevention and criminal justice, as well as drug control issues, particularly as relates to UNODC mandates. Has knowledge of United Nations practices and standards with respect to substantive servicing of parliamentary meetings and drafting of parliamentary documentation. Is able to research and prepare analytical reports in support of deliberations of legislative bodies and participate in arranging meetings. Has initiative, planning & organizational skills. Has conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Has good technological skills related to working with design software and producing audio-visual promotional material. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Formation

An advanced university degree (Master’s degree or equivalent) in law, international law, political science, economics or other relevant field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Expérience professionnelle

A minimum of two years of professional experience in international or national work related to crime prevention and criminal justice, as well as drug control, or in a relevant occupational group or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in organizing and substantive servicing of meetings in online and hybrid formats is required.

Proficient computer skills, including the use of relevant software for audio-visual production and online event platforms is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, is required. Knowledge of other UN official languages is desirable.

• This position is temporarily available until 30 April 2022. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
