Duties and Responsibilities

The 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by the UN General Assembly, is a key implementation mechanism for the 2030 Agenda on Sustainable Development and its SDG 12, of which it is an integral part. The United Nations Environment Programme (UNEP) serves as the Secretariat of the 10YFP, working closely with Member States and other stakeholders engaged in the One Planet network (www.oneplanetnetwork.org) which supports the implementation of the 10YFP. The development, establishment and implementation of the 10YFP has relied on the convening power and expertise of the United Nations. Equally, United Nations agencies and programmes play a key role in the achievement of SDG 12.

In order to support to countries in the context of Sustainable Consumption Production and Climate Change, the 10YFP Secretariat is working with United Nations Framework Convention for Climate Change (UNFCCC) and United Nations Development Programme (UNDP) on a joint project. The project is to co-develop and pilot a toolkit for countries to integrate, implement and report on circular economy measures in their enhanced Nationally Determined Contributions (NDCs) and Long- Term Strategies (LT-LEDS). It builds on ongoing collaboration and a 1st guidance note to include resource efficiency and circular economy in NDCs.

The toolkit will present assessment, analytical, policymaking and reporting tools with relevant guidance to policymakers to assess and implement circular economy policies, in the context of their NDCs. The toolkit will be presented in a practical format allowing stakeholders to access relevant tools, guidance and experiences. There will also be an online version.

It is foreseen that any country would be able use the toolkit at any stage in their policy cycle, which would take into account specific country context. The toolkit is therefore:
1) For countries who wish to start in terms of identifying circular economy opportunities for their NDCs and long-term strategies.
2) For countries that have already advanced in prioritization but need support in the other stages of the process (e.g. policy interventions/implementation).

A policy expert/consultant is required to support the conceptual development, research, analysis and writing of the policy dimension of the toolkit. Another climate expert will be hired to work on the technical assessment and selection of circular economy tools for the toolkit in the context of NDCs. The two consultants will be required to coordinate together on this project.

Main duties and responsibilities:

• Needs Assessment: A brief assessment of countries’ principal needs as they relate to circular economy policies with respect to NDCs
• A review of relevant cases-studies to showcase for tools and policy instruments.
• Develop a conceptual framework to facilitate the organization of Circular Economy tools
• A mapping criteria of CE tools and initial mapping of tools

Qualifications/special skills

Skills: - Good research skills to collect, analyze and develop relevant content from desktop research, surveys and stakeholder inputs
Academic Qualifications: - Master’s degree or higher in one of the following areas: economics, natural resource management.
Experience: - At least 7 years of experience working on sustainable consumption and production and climate related topics.
- Experience working directly with policy makers or as part of a national government is desirable.
- Research experience on topics relating resource efficiency and climate policies.
- Strong understanding of the policy-making process at the national level.
Language: - Execllent writing skills in English
