Result of Service

The consultant is asked to develop/deliver the following activities:

• Development of an updated version of the Electric Motors and Motor Systems Policy Guide (vs. 2017)
• Development of an updated version of the Model Regulation Guidelines on Minimum Energy Efficiency Requirements for electric motors (vs. updating vs. July 2019 edition).
• Development of / extending the Model Regulation Guidelines with sections on pumps, fans and compressors (air).
• Facilitate conference calls/technical discussions with project partners on specific topics such as minimum energy performance standards, market surveillance, and environmentally sound management of electric motors and systems.
• Collect additional data on current regulations (scope, metrics used, tier levels) for electric motors, pumps, fans and compressors of various countries/regions and conduct assessments to compare those with the current and new Model Regulation Standards, to provide recommendations for enhancing related documents.
• Liaise with a wide range of country technical officials and partners (manufacturers, environmental NGOs, international organizations, and academic institutions) to develop policy recommendations to transform markets to energy efficient electric motors [and driven applications (PFC)/systems].
• Support outreach training, capacity building and events from United for Efficiency.
• Provide technical support and address consultations upon request from regional and country members as well as organizations, institutions and partners form U4E, especially as regards National/Regional projects or specific requests from countries stakeholder’s.
• Provide specific supervision, guidance and revision of the reports, documents, training material, etc. related to the subject as needed.
• Provide technical support in the development of project proposals, publications, articles and other fund raising or communication material related to the United for Efficiency initiative overall work on regards to electric motors systems, MEPS and policies.

The consultant shall work in coordination with the implementing agency UN Environment Programme.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. In 2009 the Global Environment Facility (GEF) Secretariat approved the United Nations Environment Programme Global Market Transformation for Efficient Lighting Project, also known as the en.lighten initiative. This initiative seeks to accelerate the global transition to energy efficient lighting technologies by strengthening country capacities around the world, as well as ensuring the environmentally sound management of lighting products. It builds synergies among stakeholders, shares knowledge and information, helps create policy and regulatory frameworks, and addresses technical and quality issues. Building on the success of the en.lighten initiative, UN Environment and the GEF launched a new United for Efficiency (U4E) initiative in 2015. The initiative supports countries in their transition to the use of energy-efficient lighting, appliances and equipment.

In national and regional projects around the world, U4E promotes an Integrated Policy Approach which includes minimum energy performance standards (MEPS) for electrical products; product labelling and communications; financial mechanisms; market monitoring, verification of product performance and enforcement of regulations (MVE); and environmentally-sound management (ESM) for the safe handling of products. Neighboring countries are encouraged to align policies and collaborate whenever practicable. When working together, countries can lower administrative and compliance costs by minimizing duplicative testing, coordinating inspection of products as they cross borders and requiring the same information on product labels.

The UNEP U4E initiative requires the services of a technical electric motors expert for the development and update of United for Efficiency tools and resources as regards eco-efficient electric motors and systems, such as fans, compressors and pumps. The consultant shall support the update to U4E´s Model Regulation Guidelines for Electric Motors, in order to improve the technical recommendations for energy efficiency MEPS for the motors themselves, but also extend the scope of the guideline for the main products of the system in the same regulation. The consultant will support the update by building on this model regulation foundation to develop new complementary tools and addressing gaps that exist in the current version. In addition, the consultant will be responsible of conducting substantive review and provide overall feedback of technical documentation and consultations coming from the U4E´s National projects or upon countries´ request. The consultant shall also participate in outreach trainings / capacity buildings / events as required to support the international regional harmonisation of motors regulations and market monitoring & verification measures to current best minimum and higher performance norms.

This consultancy is home-based.

Qualifications/special skills

Academic Qualifications: • Advanced university degree (Masters) in engineering (mechanical, electrical or industrial) or an equivalent field.
Experience: • More than 8 years’ active involvement and hands on knowledge in the area of energy efficient electric motors and systems.
• Ability and proven experience in setting-up and improving motor related mandatory or voluntary energy and environment policy initiatives and regulatory aspects.
• Active involvement and knowledge of international best practices for electrical motors, pumps, fans, compressors and complementary elements from the systems.
• Previous experience in energy efficiency strategies and technologies especially energy-efficient equipment technologies, practices and programmes.
• Working contacts with key efficient electric motors stakeholders from a wide variety of sectors, groups and geographical areas.
• Excellent skills in data assessment in the field of energy efficient electric motors and excellent analytical skills to derive appropriate strategies.
• Experience in working in multi-cultural teams.
• Ability to rapidly analyse and integrate diverse information from varied field sources in order to produce highly qualitative communications presentations.
• Ability and commitment to perform the tasks.
Language: • Fluency in English (both spoken and written); knowledge of the other official languages of the United Nations will be an asset.
