Result of Service

The Consultant is expected to deliver the following outputs during one (1.5) month:
- develop a 0 draft of a policy brief (max. 8 pages, two cloumns, incl. info graphics) on effective, recent, and evidence based approaches to reduce inequality and social exclusion, consisting of a) an introduction/background section to describes facts and future projections in terms of inequality and social exclusion globally and regionally (if possible/available) and b) a section on effective, recent, evidence based policy responses - including those related to social protection - that could be relevant for the various countries in the Arab region.
- Develop a final version of the policy brief taking into account resopnses and input from ESCWA's social protection team

Duties and Responsibilities

The Consultant's core task will be to produce a content wise accurate and stile wise appealing policy brief (PB) on "Viable Policy Solutions to Reduce Inequality and Social Exclusion", that lays out the most recent global evidence and best practices on effective approaches to reduce inequality and social exclusion, including those related to social protection. The PB will serve as a background paper and technical input for a policy forum addressing inequality globally as well as in the region (planned for February 2022).

Qualifications/special skills

Academic Qualifications: A Ph.D. or equivalent related to a field addressing social inclusion/exclusion and/or equality/inequality in social services is required.
Experience: A minimum of 10 years of professional experience in researching and/or working on issues of social exclusion, inequality, poverty reduction and/or social protection is required.
Language: Fluency (reading, writing, communicating and understanding) in English is required.

Additional Information

A minimum of 10 years in social research and/or professional practical experience in addressing social exclusion and inequality is required. This includes, the ability to describe complex interrelations for a wide range of audiences, using - amongst others - relevant data and infographics.
Experience working with UN agencies is desirable.
