Org. Setting and Reporting

The position is based in the Conduct and Discipline Service in the Administrative Law Division in the Office of Human Resources in the Department of Management Strategy, Policy and Compliance, New York. The Public Information Officer reports to the Chief, Conduct and Discipline Service.

The Division is in charge of the implementation of the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represent the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters.

Responsibilities

Within delegated authority and depending on location, the Public Information Officer may be responsible for the following duties:

• Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns on sexual harassment (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject specific issues, etc.); where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products.
• Prepares a strategic approach on prevention, including outreach and awareness-raising for all matters related to sexual harassment for all categories of personnel; consults on existing policies; and drafts modalities for implementation of a strategy on prevention of sexual harassment including drafting and implementation of work plans.
• Drafts complex material for UN newsletters, periodicals, reports and books; drafts materials on sexual harassment building on tools, materials and lessons learned from prevention of sexual exploitation and abuse strategies.
• Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN.
• Identifies all activities for implementation of the strategy, including time frames, resource requirements and sources.
• Identifies sources and seeks funding and other assistance for major campaigns.
• Supports “internal communications - playing a key role in preparing information materials to be integrated in pre-deployment or other training to peacekeepers and gender advisors at HQ and the field and/or delivering info sessions to raise internal awareness of standards of conduct, legal frameworks, prevention and remediation mechanisms in place.
• Provides advice and expertise to managers, senior officers and other personnel on a range of public affairs issues, methods, and approaches; anticipates and resolves communications issues.
• Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives; serves as a principal liaison to, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc. under the guidance of Chief, CDS.
• Prepares or oversees preparation of a diverse range of information communications products in support of major campaign initiatives.
• Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; briefings, organizes, conferences, on major issues and events concerning the organization.
• Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities.
• Manages and produces materials for print/electronic/voice/visual media.
• Assists the day-to-day operation of the Service on prevention of sexual harassment to include participating in coordination of substantive and administrative activities, interpreting and disseminating policy, providing procedural advice, improving reporting mechanisms on sexual harassment, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

Experience on issues of sexual misconduct, sexual harassment is desirable.

Experience in outreach and awareness-raising campaigns is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for an initial period of six (6) months, subject to funding availability. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
