Org. Setting and Reporting

The post is located in the Implementation Support Section I (ISS I), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA). The incumbent will work under the guidance and direct supervision of the Programme Officer leading TPB’s Chemical, Biological, Radiological and Nuclear (CBRN) work and the overall guidance of the Chief of Section.

Responsibilities

Within assigned authority, the incumbent will perform the following duties:
o Assist in conceptualizing, planning and implementing global, regional and national activities CBRN terrorism prevention in particular legislative assistance and capacity building workshops, implementation of the relevant international anti-terrorism instruments, as well as other relevant initiatives in the legal and related aspects of CBRN counter-terrorism.
o Contribute substantively to the work of the section on CBRN terrorism, with an emphasis on nuclear terrorism prevention, by supporting the responsible Programme Officers in Vienna and in the field.
o Collect and analyze national legislation in implementation of the international legal framework against nuclear terrorism.
o Provide inputs for funding proposals for donors and prepare technical briefings.
o Prepare technical presentations on the CBRN counter-terrorism activities of UNODC; carry out presentations, as required.
o Assist in the preparation of, and participate in relevant technical assistance missions to Member States, as needed.
o Contribute to ensuring that the work programme and the activities of the Branch are carried out in coordination with other entities and UNODC and in liaison with relevant organizations of the United Nations system as well as with other international organizations and Member States. Arrange to obtain and integrate required substantive inputs from these stakeholders.
o Contribute to the overall substantive implementation of the work programme of the Branch.
o Perform other work related duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in law is required. Specialization in nuclear law, disarmament and nonproliferation studies and their international dimensions is desirable. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible professional experience in CBRN terrorism prevention, nonproliferation, nuclear law, nuclear security or closely related issues, or in a relevant occupational group or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in programme formulation and implementation in counterterrorism, or a directly related field, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This position is temporarily available for eleven months. Filling of this temporary vacancy and actual duration is subject to availability of the post and funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
