Result of Service

The consultant will be responsible for: conducting in-depth research and collecting data to identify the communities most impacted by social and climate vulnerabilities and to understand how these tensions might function as drivers for engagement into violent extremist groups at local level; preparing a report on potential, direct or indirect correlations between Preventing and Countering Violent Extremism P/CVE and climate risks in the Lac, Hadjar-Lamis, Logone Occidental and Mandoul regions of Chad.

Duties and Responsibilities

1. Background of the assignment:
United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI's goals are:
- to advance understanding of crime-related problems;
- to foster just and efficient criminal justice systems;
- to support the respect of international instruments and other standards;
- to facilitate international law enforcement cooperation and judicial assistance.

2. Purpose of the assignment:
This position is located within the Counter-Terrorism Programme of UNICRI. The consultant is envisaged to provide expert and specialized support to UNICRI in the development and implementation of a research aimed at analysing and exploring the linkages between Preventing and Countering Violent Extremism P/CVE and climate risks in the Lac, Hadjar-Lamis, Logone Occidental and Mandoul regions of Chad, while identifying good practices to address such challenges. The consultant will play a central role in the analysis of the level of climate insecurity in Chad, its impact to social cohesion and their link to the presence of terrorism and related recruitment mechanisms.

3. Specific tasks to be performed by the consultant:
Under the supervision of the Programme Officer and in close cooperation with the project team, the incumbent will perform the following tasks:
• Conduct a desk-research to select the research target areas and to identify how cross-cutting and context-specific climate-related challenges might function as drivers for engagement into terrorism;
• Collect primary data through the involvement of key stakeholders, including local and national authorities, representatives of youths, nomadic and sedentary actors, women, traders and local institutions;
• Analyse the reasons why peasant-pastoral societies are no longer an economic option for young people and what should happen to reverse this trend and to create an effective alternative to armed groups’ income offers, taking into account the climate-related challenges;
• Analyse material, information and primary and secondary data collected through in-depth research and interviews with relevant stakeholders;
• Elaborate a report (in French) analysing how climate insecurity and related food security, livelihood adaptations, competition for resources and (seasonal) migration affect community resilience to terrorism recruitment; the report should also include good practice examples to address the above challenges and outline recommendations aimed at guiding future P/CVE initiatives, projects and actions in the region;
• Perform other job-related duties upon request.

Qualifications/special skills

Academic Qualifications: Advanced university degree (i.e. Master or equivalent) in criminology, social sciences, political science, law or related field is required. PhD in relevant disciplines shall be an asset. A first-level university degree in combination with two (2) additional years of qualifying professional work experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of relevant working experience, at national or international level, in conducting research, analysis and data collection in the field of social development in the Sahel region is required. Previous research experience on countering and preventing violent extremism in Chad/Sahel region is also required. Research experience on issues pertaining to natural resource governance in Sahel region is highly desirable. Relevant research experience with the United Nations or similar large international organizations is also desirable.

Language: For the position advertised, fluency in English and French is required. Knowledge of local Chad dialect (Sar) would be an asset.
