Result of Service

Deliverable 1: Draft, amend and/or review parts of the Arab Vision. The issues related to the pillars are to be tackled and framed using evidence-based policy analysis techniques in view of the strategic global megatrends, and rely on performance indicators/indexes.


Deliverable 2: Prepare the first draft of the agreed upon policy paper(s) (each around 10,000 -15,000 words). Also, draft and/or review assigned parts of the Arab Vision 2045 document and the policy briefs within three months from the starting date of this contract.

Deliverable 3: Present the relevant parts of the Vision as well as the policy papers before and during the Validation Meeting(s) on the Arab Vision 2045.


Deliverable 4: Prepare and/or review final drafts of the Arab vision 2045 document, policy papers and policy briefs in the light of the Validation Meeting(s).

Deliverable 5: Participate in the promotion and adoption of the Arab vision 2045 document, policy papers and policy briefs through small videos interviews and recordings, preparation and/or review of infographics material as well as the interactive website of the vision.

Duties and Responsibilities

Within delegated authority, the Consultant will be responsible for the following duties:

1. Carry out background research related to the assigned pillars of the proposed Arab Vision: indicators/indexes, conceptions and development.
2. Draft, write and/or review agreed upon pillars of the vision document, policy papers and briefs.
3. Participate in the expert working group(s) "EWG," coordination meetings, validation dialogue and launching of the vision 2045 events.
4. Coordinate, observe and follow up on the dialogue consultations made in person as well as through webinars;
5. In close co-operation with ESCWA team, participate in the development and the implementation of a dissemination strategy of the vision as a whole and separately for each pillar, to ensure appropriate awareness related to the project's objectives and the promotion of its deliverables and outcomes to stakeholders, target groups including policy makers.

Qualifications/special skills

Academic Qualifications: A Master's level University degree in social sciences is required particularly in the area of political science, anthropology, sociology, Arab history, geography, law, philosophy and economics.
Experience: At least 10 years of work experience:

- In-depth expertise in one or more areas relevant to the 7 pillars of the Arab Vision, assessment and policy analysis and experience in communicating, promoting and incorporating evidence into future vision and policy development processes.
- Experience in drafting policy stances, vision document and regulations in Arab countries; and able to provide information and give presentations on socioeconomic issues to a wide range of relevant stakeholders;
- Professional or academic experiences in the development of macro indexes development and implementation frameworks, instruments and tools.
Language: For working purposes, an excellent knowledge of the Arabic and English languages, written and spoken is required. Knowledge of other working languages of the UN is also desirable
