Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP is an Accredited Entity of the Green Climate Fund (GCF). To strengthen this partnership with the GCF, UNEP is seeking a Programme Officer who will be located in the Corporate Service Division at the Nairobi duty station and and assist the Chief, Partnerships and Resource Management Branch, Corporate Services in undertaking the functions of the GCF Coordinator, and supporting the coordination functions with the Green Climate Fund.

Under the supervision of the Special Advisor, Partnerships and Resource Management Branch, the incumbent will be responsible for the following duties:


• Supporting the Chief of Branch in regular updates and implementation of the internal strategy for UNEP's engagement with the Green Climate Fund and Entity Work Plan, in consultation with the Green Climate Fund Portfolio Managers.

• Monitoring UNEP – Green Climate Fund portfolio and ensuring harmonisation of funding proposals with UNEP work plan and strategy and identifying trends, patterns and early warning of issues related to the portfolio size, shape and relevance. Guiding UNEP staff in ensuring quality of their projects and in ensuring that these proposals meet focal area strategy targets.

• Coordinating the UNEP – Green Climate Fund Portfolio Managers team to maximize the impact of UNEP’s work with the Green Climate Fund.

• Coordinating UNEP’s outreach to Green Climate Fund, particularly at the corporate level.

• Coordinating Project Review Committees for Green Climate Fund proposals and ensuring all project review criteria have been addressed. Working with UNEP Quality Assurance Section (QAS) to harmonize the Green Climate Fund and UNEP project cycles.

• Establishing and implementing a comprehensive monitoring system for all Green Climate Funding Proposals and Readiness and Preparatory Support Proposals in UNEP, including coordinating responses to the Green Climate Fund Secretariat. Coordinating the preparation of regular progress reports. Responding to requests for information from UNEP divisions and offices. Liaising with the UNEP Evaluation Office on all matters related to independent evaluations of Green Climate Fund projects. Coordinating UNEP input to Green Climate Fund evaluations and contributing to the preparation of the Management Response.

• Taking the lead in enhancing and managing the project-at risk system, and the enterprise risk management system. Working with UNEP Evaluation Office and Quality Assurance Section (QAS) to improve monitoring and evaluation in Green Climate Fund projects.

• Managing the Green Climate Fund fee management system for UNEP.

• Taking the lead in ensuring corporate knowledge management, and data management. Ensuring effective internal and external communication through website maintenance. Overseeing portfolio data entry into the project information system. Contributing to project data reconciliation exercises within UNEP and with the Green Climate Fund Secretariat. Identifying media and other communication and outreach opportunities, contributing to the portfolio and project information and written materials.

• Briefing new staff on UNEP and Green Climate Fund policies, strategies and procedures;

• Developing a yearly budget for the Coordination Office.

• Representing UNEP in the Green Climate Fund Board meetings and relevant meetings and workshops, as necessary.

• Provide technical support on Climate Change Mitigation and Adaptation to both the UNEP Green Climate Fund and the Global Environment Facility (GEF) teams.

• Performing other corporate tasks. Reviewing Board documents and preparing comments and briefings for management. Providing input to UNEP and Green Climate Fund policy and information documents. Providing training to UNEP staff on Green Climate Fund matters.


PROFESSIONALISM: Full understanding of and experience in international development, with technical expertise in Climate Change Mitigation and Adaptation. Good Knowledge of climate change finance under the UNFCCC and Paris Agreement and their financial mechanisms. Experience with quality assurance, monitoring and evaluation systems; Experience with project and programme formulation and management including from Global Environment Facility, Adaptation Fund, and Green Climate Fund. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.


Advanced university degree (Master’s degree or equivalent) in environmental studies, climate change, administration, management, economics or related field is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible work experience in design or execution of environmental projects and programmes is required.

Proven experience in climate change programming; portfolio development and management is required.

Proven experience in Green Climate Fund projects formulation is desirable.

Experience with monitoring and evaluation, knowledge management and risk assessment in an institutional context is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
