Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS) in Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent will report directly to the Coordinator of the Human Rights Division (HRD) as part of the Front Office under the overall supervision of the Director of the Division.

Responsibilities

Within delegated authority, the incumbent will act as the Team Leader and will be responsible for the following duties:

• Drafts, reviews and coordinates the timely delivery of a variety of reports, briefings and other type of communications in compliance with established standards, including with regard to public human rights reports;
• Analyses and synthesizes significant amounts of information of relevance to human rights, including from open sources;
• Plans, coordinates and leads multidisciplinary teams in the conduct of investigations into alleged violations of international human rights and humanitarian law in compliance with UN standards;
• Research, review and collect information pertaining to human rights matters directly related to the situation to investigate;
• Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take;
• Promotes the effective flow of information and channels human rights analysis and concerns for inclusion in UN crisis management and response;
• Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the
Human Rights Council;
• Supports the work of treaty-established bodies and extra-conventional mechanisms and special procedures;
• Works with UN, national human rights institutions and non-governmental programmes in the country/region to integrate human rights, including their gender dimensions in their programs; helps design and implements the human rights program and designs the organization and focus of the evaluation;
• Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provides, as appropriate suggestions and recommendations;
• Leads Human Rights Division contribution to UNMISS RBB Framework, Comprehensive Performance Assessment System (CPAS) and performance reporting as well as OHCHR AWP and EYR;
.Trains and supervises new/junior staff;
• Performs other related duties as required.

Education

An advanced university degree (Master's degree or equivalent degree) in law, human rights, political science, international relations, social sciences or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in the human rights or closely related field required

Experience working in a conflict or post-conflict setting, outside the country of origin required.

Experience in human rights monitoring and reporting experience required.

Experience in leading and conducting human rights investigations or fact-finding missions required.

Experience in human rights protection work, including through engaging with armed groups for the protection of civilians required.

Experience in managing teams required.

Experience in UN Mission RBB Framework, Comprehensive Performance Assessment System (CPAS) and performance reporting is required.

Experience in the implementation of Human Rights Due Diligence Policy (HRDDP) desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available until 31 December 2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
