Result of Service

Based on the above and building on the request of the Ministry of Social Affairs, ESCWA and UNFPA Lebanon are seeking to engage (a) a consultant to develop a national action plan for the National Strategy, and (b) a consultant to develop the sectoral MoSA specific action plan. Both plans will have a duration of 3 years and will be developed based on a participatory approach and will have complementary targets and indicators, as well as monitoring frameworks that would ultimately govern the older person's situation and sets the bar for a framework of various interventions to ensure a decent and respectful life for elderly in Lebanon.

Duties and Responsibilities

Studies have shown that Lebanon is one of the fastest ageing countries in the Arab region, with older persons increasingly constituting one of the most vulnerable groups in the country, especially with the current multiple crises the country has been and is currently passing through. In response to these challenges and to better cater for the needs of older persons, the Ministry of Social Affairs developed the National Strategy for Older Persons in Lebanon (2020-2030) over a two-year period using a participatory approach, with support from ESCWA and UNFPA, and the Center for Studies on Ageing. The recently launched strategy focuses on ensuring the health-related, social and economic rights of older persons and reducing social disparities among them. However, to operationalize the strategy into initiatives and programmes that are concrete and actionable, there was a strong recommendation by the Ministry and other stakeholders on the need to develop a national action plan for the strategy. In parallel, the Ministry also expressed its need for an action plan that is customized for its work at the sectoral level, in addition to the national action plan. Both ESCWA and UNFPA acknowledge the importance of a national and sectoral action plan, essential for operationalizing the strategy into concrete actions towards fulfilling the 2030 Sustainable Development Agenda by ensuring "no one is left behind" (i.e. older people) on the one hand and its implementation would serve as a baseline for measuring progress to the implementation of the 2002 Madrid International Plan of Action on Ageing (MIPAA) and its agenda on the other.

Qualifications/special skills

Academic Qualifications: An advanced University degree (Masters or equivalent) in demography, social development, political science, or a related field. A PhD is desirable.
Experience: At least 5 years of relevant experience is required. Particular experience in the area of ageing and population issues is desirable. Experience in drafting policies and strategies is also desirable.
Language: English and French are the working languages of the United Nations. Arabic is also one of the six official languages of the United Nations and a working language of ESCWA. For this post, fluency in spoken and written Arabic is a must.
