Cadre organisationnel

The position is located in the United Nations Resident Coordinator’s Office (RCO) in New Delhi, India and reports to the Chief of Staff/ RCO Team Leader. The Office of the UN Resident Coordinator is responsible for the overall coordination of the activities of the UN Country Team (UNCT), which comprises all the UN agencies working on development activities in India. The Partnerships and Development Finance Officer is expected to work closely with the UN agencies to make a substantive contribution to the work of the UNCT by mobilizing partnerships for development

Responsabilités

Within delegated authority, the Partnerships and Development Finance Officer will be responsible of the following duties:

Summary of Functions:
1. Provides substantive support for strategic planning for and coordination of UN Country Team (UNCT) partnerships
2. Guides joint resource mobilization for the UN Sustainable Development Cooperation Framework (UNSDCF)
3. Plans and facilitates substantive support on financing for accelerating the achievement of the Sustainable Development Goals (SDGs)
4. Conducts knowledge management and capacity development activities

Description of Functions:

1. Provides substantive support for strategic planning for and coordination of UNCT partnerships

• Develops an overall partnership strategy in alignment with and support of the UNSDCF in the country
• Works closely with partners at national and state levels to identify potential new strategic partnerships, including with the government, foundations, funds, corporations, and bilateral donors; and pursues the establishment of such new partnerships
• Keeps up to date with latest developments in India’s resource mobilization environment and contributes to the development of UN in India’s integrated (public and private sector) resource mobilization strategy
• Coordinates the monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments;
• Advises the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant;
• Researches and identifies themes, industries, partnerships and initiatives involving the private and public sector/donor community to support the implementation of the UN Sustainable Development Framework and advocacy objectives of the UNCT;
• Advises the RC/UNCT on developing and implementing locally tailored partnerships and resource mobilization strategies and initiatives; supports ongoing initiatives, including the UN India Business Forum;

2. Guides joint resource mobilization for the UNDAF

• Builds substantive partnerships with the private sector
• Undertakes analysis of resource gaps for the UNSDF and facilitates joint resource mobilisation
• Advises the RC/UNCT on developing and implementing locally tailored resource mobilization strategies and initiatives, and identifies appropriate data and benchmarks to measure progress and success;
• Provides advice and guidance for the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment;
• Supports the UNCT in building partnerships.

3. Plans and facilitates substantive support on financing for accelerating the achievement of the SDGs

• Provides advice on financing for development options, instruments, modalities to the RC/UNCT, in alignment with the UNSDCF, MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes;
• Analyzes trends and provides advice on new and innovative financing mechanisms for development and SDG acceleration;
• Prepares briefing papers and substantive notes on issues related to financing for development for consideration by RC/UNCT;
• Plans and facilitates engagements with external stakeholders - including the national government, international financial institutions and others - on financing for SDG acceleration;
• Advises on the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant).
• Oversees engagement with the business community to positively influence its behavior and practices with regard to business and human rights, business and sustainability and related areas.

4. Conducts knowledge management and capacity development activities

• Contributes to knowledge networks and communities of practice at national, regional and global levels;
• Coordinates the private sector group of the UNCT for knowledge sharing and developing shared understanding of issues to guide the UNCT partnership strategy;
• Coordinates activities to strengthen the capacity of UNCTs to mainstream and promote SDG investment partnerships;

Formation

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation or related area is required.

Prior experience of working in the private sector and/or a proven track record in partnering with private sector is desirable.

Connaissances linguistiques

Fluency in English language is required. Knowledge of an Indian Language is desirable.
