UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.
The Executive Committee approved at its 87th meeting a projecs to prepare Turkmenistan's Kigali HFC implementation plan (KIP) with UNEP as the sole implementing agency. This includes the preparation of KIP stage I proposals to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029.
The consultant will work in a team of national and international experts in close cooperation with the national Montreal Protocol Unit and UNEP OzonAction.
DUTIES AND RESPONSIBILITIES
1) Preparatory activities and draft structure of the KIP
Familiarize with ExCom requirements, current and future guidelines and submission of similar strategy documents and action plans related the HCFC phase-out
Review the country’s HCFC phase-out management plan and related progress reports
Propose draft structure including table of contents, introductory and generic text with an indication for which sections input by the local experts is required
2) Communication and coordination throughout the project
Liaise with the local experts, the national Montreal Protocol Officer and her team and UNEP OzonAction on a regular basis
Arrange or participate in virtual coordination meetings to review the input provided by the team of national experts, to collect additional information, to clarify questions and to explore the feasibility of strategy elements and legislative options
Aim at producing a comprehensive draft KIP while keeping it concise and focused and avoiding duplication
3) Preparation of initial draft KIP (Activity 3a) and subsequent iterations (Activity 3b) for review
Include in the draft KIP an overview of the country’s obligations under the Kigali Amendment including the overarching strategy to achieve the final phase-down step of 80% in 2045 and thereafter, the draft KIP stage I covering the period until 2029 to meet the freeze in 2024 and to achieve the 10% reduction in HFC consumption below the baseline, and a funding proposal for KIP stage I tranche 1 with proposed action plan and activities.
Include in the draft KIP a description of the country’s geopolitical situation which might require harmonization of legislation and policies
Review the data and input provided by national experts and the national Montreal Protocol Officer, incorporate them into the draft KIP to the extent feasible and identify gaps
Follow-up on required inputs for the KIP through the project coordinator and national Montreal Protocol Officer
Recommend strategy elements and activities for inclusion in the draft KIP, incorporate those suggested by the team of national experts, national Montreal Protocol Officer and UNEP OzonAction
Consult and inform the national Montreal Protocol Officer and UNEP OzonAction on priorities, in case of challenges, contradictions or possible delays
Submit iterations of the draft KIP to the national Montreal Protocol Officer, UNEP OzonAction and the coordinator for review, explain changes, collect and respond feedback, incorporate comments to the extent feasible
4) Preparation of final KIP for submission
Finalize the KIP including KIP stage I and KIP stage I tranche 1 for final endorsement by key stakeholder
Participate in a virtual national stakeholder consultation to obtain stakeholder support and endorsement of the final KIP, deliver presentations and provide explanations as needed
Submit the KIP to the national Montreal Protocol Officer, UNEP OzonAction and the coordinator for final review and endorsement prior to submission and incorporate final comments
Propose responses or provide input for responses to questions of the Fund Secretariat after submission of the KIP
Availability for questions / consultations during the preparation of the HFC phase-down strategy and KIP stage I as needed.

Academic Qualifications: University degree in environmental management, policy setting, strategy development or related areas, or equivalent work experience.
Experience: At least 5 years of experience related to legislation and policy setting, analysis and strategy development, Montreal Protocol related experience. Work-related exposure to other countries in the Europe and Central Asia region would be an asset.
Language: Excellent written / spoken communication skills in English are required. Working knowledge in Russian would be desirable.
