Result of Service

The services of the consultant will provide support for a training and capacity building of Botswana entrepreneurs and policymakers on e-commerce. The project aims to build policymaking capacity to reap the development gains from e-commerce and to strengthen Botswana's private sector by leveraging e-commerce for the economic empowerment of Botswana entrepreneurs.

Duties and Responsibilities

UNCTAD’s E-commerce and Digital Economy Branch provides policy and strategic advice to countries requesting assistance in building and maintaining a dynamic and responsive environment for harnessing e-commerce and the digital economy. It aims to ensure that national policies support sustainable development, helping local industry compete in a knowledge-based, global economy, generating better paying jobs, enhancing financial inclusion and standards of living, improving logistics and trade facilitation, reducing poverty, and promoting economic growth and export diversification.

This project will respond to the request of the Government of Botswana to provide training and capacity building to support the implementation of a National Strategy on E-Commerce developed for the Government of Botswana which establishes short, medium and long-term targets and policy recommendations. In close cooperation with the Ministry of Industry, Telecommunications and Investment (MITI) and other relevant ministries, this project aims to support the Government in implementing its national e-commerce strategy.

In this context, the consultant engaged on the basis of the present Terms of Reference will provide support to the development of a training course and to its implementation.

Under this TOR, the consultant will contribute to the development and implementation of a comprehensive e-commerce training for the Government of Botswana through the following sets of tasks:

1. participate in and support the organization of preparatory consultations with entrepreneurs
2. provide support in the development of the training modules
3. provide support in the delivery of the training
4. provide support in setting up of support group for entrepreneurs
5. provide research support and survey support as needed.
6. ad hoc tasks as needed for the training development and delivery.

Qualifications/special skills

Competency: Demonstrated ability and capacity for socio-economic research and analysis, including data analysis. Facilitation skills and experience in running focus groups or similar are a bonus. Strong ability to draft reports in English language is mandatory.
Academic Qualifications: University degree in economics, business administration, international relations or related field. Advanced economic, business or related degree or degree in progress is preferred.
Experience: Working experience specifically in e-commerce and in Botswana socio-economic issues is required.
Language: Fluent in English (oral and written)
