Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

UNEP's Science Division is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment. This post is located in the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) Secretariat of the Science Division at the Vienna duty station.

Under the overall supervision of the Secretary within their delegation of authority and the direct supervision of the Deputy Secretary, the incumbent will perform the following duties:

Responsibilities

Programmatic
• Participates in the implementation and evaluation of data on public exposure from natural and other sources; supports the expert group, monitors and analyzes the project development and implementation; reviews relevant project documents and progress reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties (experts, observers, and the Secretariat); identifies and tracks follow-up actions;
• Performs consulting assignments, in collaboration with the experts, by planning facilitating meetings and workshops (e.g. with National Contact Persons from Member States), through other interactive sessions and assisting in timely and efficient implementation of the project plan;
• Researches, analyzes and presents information to the expert group (incl. review of literature and scientific data) gathered from diverse sources;
• Provides guidance and assists the expert group and the UNSCEAR Secretariat in (i) data collection, (ii) review and analysis of issues and trends on public exposure from natural and other sources since 2007, and (iii) preparation of documentation of the evaluation and identification of future research activities in this field;
• Conduct periodic internal review of data collection and support the expert group work with respect to adherence to data and information guidelines, appropriate conduct of experts, and application of methodology;
• Undertakes survey initiatives; designs improved data collection platform and tools; reviews, analyses and coordinates the responses to UNSCEAR Global Survey on public exposure, identifies challenges/issues, proposes solutions, and prepares conclusions;

Outreach
• Undertakes outreach activities; leads the update of the UNSCEAR website (www.unscear.org), conducts training workshops, seminars, etc. on various platforms (e.g. MS Teams, SharePoint); coordinates and expands the network of National Contact Persons for public exposure; makes presentations on assigned topics/activities;
• Assists the UNSCEAR Secretariat in preparing outreach activities related to the sources and effects from exposure of public to ionizing radiation and -on request- in other relevant matters;

General
• Prepares various written outputs, e.g. minutes of meetings, draft background papers, analysis, sections of reports and studies, inputs to publications, outreach activities, etc.;
• Provides substantive support to project meetings, UNSCEAR annual sessions, webinars, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents (e.g. progress reports, guidance, and methodologies) and presentations, etc.;
• Participates (as appropriate during COVID-19 conditions) in and records meetings and missions, including provision of guidance to external consultants, government officials, international organizations and other parties and drafting meeting/mission summaries, and lessons learned, etc.;
• Systematically archives project proceedings and published information and records, including associated documentation and procedures on the UNSCEAR platforms for sharing with the expert group, and the UNSCEAR Secretariat;
• Performs other duties as required at the UNSCEAR Secretariat.

Competencies

PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to the ongoing scientific evaluation of public exposure from natural and other sources. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master’s degree or equivalent) in a relevant science area (e.g. physics, chemistry, biology) and engineering. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management, administration, or related area is required.

Working experience within the UN system or other similar international or public sector organization is desirable.

Experience in evaluating effects of public exposure to radioactive materials from normal operation and accidents is also desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

NOTE "Fluency equals a rating of "fluent” in all four areas (read, write, speak, understand) and " Knowledge of equals a rating of' confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
