Cadre organisationnel

In accordance with Agency policy and procedures, the incumbent is responsible for the overall day-to-day management of the solar wheeling project, ensuring the successful and timely implementation, as per plans, on time, within budget and to the quality approved. In particular.


A. Project Finance

1.Acquaint him/herself with the Financing Agreement signed between the Donor and UNRWA and all its integral parts and prepare all the project documentation with regard to schedule, budget and project set-up; develop the Project Implementation Plan and update it regularly ensuring that UNRWA rules and regulations on technical matters as related to the project are applied; and provide an overall direction for Deputy Chief and Chief Infrastructure and Camp Improvement Programme JFO on efficient and cost- effective ways to use the project funds to achieve the maximum impacts for UNRWA .
2.Manage and supervise the preparation of the tender documents including conditions, design drawings, Bill of Quantities, and any other relevant information to comply with donor request for clearance.
3.Produce detailed budget of the project and submit accurate, timely and effective budget tracking reports; and review regular financial forecasts for the effective implementation of the project, prepare monthly cash flow requirements and monitor all expenditures and ensure that the project proceeds in compliance with project budget Develop and maintain effective relationships with external project stakeholders and ensure effective project visibility from UNRWA and donor perspective.
4. Ensuring timely referral to Donor Relations Officer for support / provision of inputs to address specific issues.

B. Project Mobilisation and Construction

1.Develop detailed plans using MS Project for project implementation, monitoring, and evaluation activities,
2.Identify the sources of likely problems and proactively take preventive measures to avoid any potential project risks; and determine response actions to mitigate any negative impact.
3.Ensure compliance with the principle of workplace safety and hazard.
4.Lead and manage a team of technicians, site engineers and project Consultant in the supervision of the installations (work planning, development and oversight of site supervision tools, logistics, troubleshooting of technical and non-technical issues that arise on site).
5.Prepare progress reports as well as best practices, and lessons learned, as well as the project final report & Submission of annual Project Implementation Reviews and other required progress reports to the UNRWA administration, “Monitoring and Evaluation” of the project document.
6.Work with Programme Support Office to plan and implement evaluation of the project.
7.Ensure that all As-built drawings & Validating copies of plans and specifications for all work with project consultant are submitted by the end of the project to ICID – HQ (A).
8.Prepare TOR for all work activities with the respective work group leaders; all staff and consultants and execute work agreements and contracts for all project personnel.
9.Convene the Project Steering Committee meetings and consultation and results dissemination workshops.
10.Provide technical direction or support to installation teams during installation.
11.Develop additional standard operating procedures (SOPs) and ensure compliance with the procedures.
12.Conduct training workshops For UNRWA Engineers practical and theoretical about photo voltaic system.
13.Follow up with all pertinent competent authorities for wheeling station such as JEPCO (Jordan Electric Power Company), GAM ( Greater Amman Municipality ) , EMRC ( Energy & Minerals Regulatory commission ) , Ministry of Agriculture & Ministry of Environment , Department of Land & Survey etc.

C. Project Administration and Close-out

1.Ensure timely report to Donor Relations and Projects Support Office on matters requiring donor attention to address issues and keep the office informed of issues that might arise in near future.
2.Coordinate tendering and contracting of works with Central Support Services Division - HQ (A) (CSSD) and Field Finance Department (FFD) and participate in technical and financial evaluation for tenders.
3.Ensuring otherwise successful completion of the project in accordance with the stated outcomes and performance indicators summarized in the project’s loge frame matrix and within the planned schedule and budget.
4.Perform such other duties as may be assigned by Electrical Engineer such as PV solar on grid & off grid project at JFO, Deputy Chief & Chief Infrastructure and Camp Improvement Programme.

Bachelor degree in Electrical Engineering, or Renewable Energy Engineering.

Expérience professionnelle

•At least 6 years of professional experience including 4 years in photovoltaic system projects management of wheeling PV solar project (minimum 3 MW preferred).

•Detail- oriented and must have an interest in Renewable energy development and design of wheeling PV solar project (minimum 3 MW).

•Prior work experience of private sector or international agency mainly for photovoltaic systems.

•Working with financial lenders and submitting required paperwork.

Connaissances linguistiques

•Good Command in both spoken and written English is a must.

Contract Status:
Limited Duration Contract for 6 months( Extendable ); renewable appointment subject to funding confirmation.

- LDC: Band “G”/ S1 Monthly salary JD 1538.400 Fils.
-Contract Status: 6months (Extendable) subject to availability of funds, satisfactory performance of the incumbent and the continuing need for the post.
-Other benefits include medical insurance and annual leave and dependency allowance (if applicable).

Desirable Qualifications:

•Project Management Certification (PRINCE2 or PMP) strongly preferred.
•Proficient with AutoCAD strongly preferred.
•Excellent reporting skills.
•Good skills and Proficient in Microsoft Word, Advanced Excel skills, and skilled in the use of MS Project or similar project management software.
•Possess strong organizational and time management skills.
