Result of Service

The proposed research and analysis are expected to yield a "hands-on" reference guide on behavioral considerations and best practices to all ESCWA staff engaging in policy influence activities.

Duties and Responsibilities

The consultant is expected to work under the direct supervision of Tarcisio Alvarez-Rivero at ESCWA. He/she is also expected to work in close cooperation and with frequent communications with both ESCWA's teams.
The objective of the consultancy is to identify best practices and provide recommendations with respect to specific behaviors that, when applied, increase the potential for achieving intended results for the types of policy influence initiatives that ESCWA is carrying out as part of its mandate and which were identified and analyzed in the completed study on "Strengthening Policy Influence in the Arab Region."

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in social sciences, development studies, business intelligence, management, international relations, economics or any other related field is required.
Experience: • Minimum of seven years of experience in conducting evaluations and/or working applying various evaluation methodologies;
• Prior experience in academic research, in particular public policy and policy-making and/or behavioral research, is highly desirable;
• Solid background in conducting independent research and evaluations, in particular in relation to policy-making and/or behavioral science; and
• Excellent drafting skills to convey complex messages in a simple yet precise way is required.
Language: Fluency in oral and written English is required.
