Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Chemicals and Health Branch work closely with governments, industry, and civil society organizations around the world to develop mainstream solutions for the sound management of chemicals and waste.

The position is located in the Economy Division, Chemicals and Health Branch in Nairobi, Kenya duty station. Under the supervision of the Chief of the Chemicals and Health Branch, the incumbent will be responsible for the following:

Responsibilities

1. Lead the development of UNEP’s strategy in the context of the Global Environment Facility on chemicals and waste and the added value and niche that UNEP's institutional hub for waste management, (IETC) can provide.
a. Ensure UNEP’s value to the Global Environment Facility partnership takes into account the recommendations of scientific chemicals and waste assessments and outlooks, ensuring that the outlooks from IETC are able to provide the strategic value for UNEP and partners;
b. Participate in inter-agency and partner strategic meetings to ensure strategic engagement and define cooperation modalities.

2. Coordinate the development of UNEP’s Global Environment Facility’s work programme and an associated portfolio on waste management, including by:
a. Providing technical guidance on the development of the institution’s GEF work programme and portfolio on chemicals and waste, as well as a complementary portfolio on waste management to be overseen by IETC, with an increasing focus on integrated approaches to the management of chemicals and waste;
b. Ensuring initiatives are increasingly bringing in private sector partners from chemicals and waste related industries, and relevant value chain actors, using partnership approaches to systematically catalyze the transition of the related industries to sustainability;
c. Ensuring both the institution’s GEF portfolio and waste management portfolio include a body of work to catalyze on circular economy approaches, and innovations relating to green and sustainable chemistry, digitalization and other innovations.

3. Ensure quality oversight and supervision of the implementation of UNEP’s GEF work programme and complementary waste management portfolio, particularly overseen by IETC, including by:
a. Ensuring a systematic monitoring and supervision of the portfolio;
b. Ensuring budget and programmatic performance are carried out side by side, identifying risks and areas where adaptive management is required.

Education

An advanced university degree (Masters or equivalent) in chemistry, industrial or chemical engineering, environmental or physical sciences or sustainable development or related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Work Experience

A minimum of 15 years relevant work experience in fields relating to chemicals and/or waste management or related to chemistry, industrial or chemical engineering, environmental or physical sciences is required

Work experience in leading technically diverse teams of experts and supporting policy making is required.

Work experience in managing multi-million-dollar programmes involving multiple partners.is required.

International work experience in global waste technologies, partnership development and management, resource mobilization, and engagement with environmental conventions relevant to global waste management are required.

Work experience in strategic thinking and output is required.

Work experience in science-policy relevance in waste management is desirable

Work experience in programme management at the national level is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates for this position may include substantive assessment, such as a written test, which will be followed by a competency-based interview.
