Org. Setting and Reporting

ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063. The mission is guided by ECA’s five new strategic directions which are advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

The Sub-regional Office for North Africa (SRO-NA) is located in Rabat, Morocco. It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving structural transformation and balanced development through implementation of an environment conducive to the creation of employment for women and young people in North Africa. The incumbent will work under the direct supervision of the Director of the Office.

Responsibilities

Within delegated authority, the Chief of Employment & Skills for Balanced Development Section will be responsible for the following duties:

Economic or sectoral analysis
• Leads or participates in the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic strategies, policies and actions for adoption by the international community.
• Leads or participates in the identification of new or emerging development issues of potential concern to the international community, particularly those of a regional or global nature, and designs and develops programmes to address them.
• Supervises a team of staff economists undertaking this work.
• Manages, supervises and coordinates the work programme of the Section under his/her responsibility.; provides programmatic and substantive reviews of reports prepared by others on the issues of employment, skills, and balanced development.
• Ensures that the outputs produced by the Section "employment, skills and balanced development" maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced meet required standards and comply with the relevant mandates.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Commissions economic studies and analyses that cannot be undertaken internally.
• Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s outputs.
• Finalizes reports on development for issuance by the United Nations.
• Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences.

Intergovernmental support
• Provides direct substantive support on development issues to intergovernmental bodies (such as the Intergovernmental Committee of Senior Officials and Experts (ICSOE) and the Conference of Ministers (COM) and other policy-making organs) by offering strategic advice, giving technical guidance and assisting in developing a consensus.
• Manages the work unit’s contribution to the preparation and management of meetings of intergovernmental bodies.
• Represents the organizational unit at international, regional and national meetings on development issues, especially on "employment, skills, and balanced development" related issues

Technical cooperation
• Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on economic issues and policies.
• Negotiates with donor and recipient governments on technical assistance programmes and projects.
• Organizes and coordinates cooperation among Member States on economic programmes or issues.
• Leads or participates in technical cooperation missions.
• Builds partnerships and collaborations with influenced think thanks in Africa.
• Carry out convening functions.

Programme support
• Functions as the head of an organizational unit on "employment, skills, and balanced development"
• Provides guidance on conceptual strategy development and management of overall programme related to "employment, skills and balanced development" section.
• Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePAS).
• Attends to various administrative matters concerning the larger organizational unit
• Performs other related duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics, development economics, labour economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A PhD or doctorate in the specified fields is an advantage.

Work Experience

A minimum of ten years of progressively responsible experience in academia or economic/public policy related to jobs, economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Substantial experience in employment and skills development analysis and policy formulation in emerging market economies and developing countries is required.

Experience in social and economic structural transformation in the context of Africa is desirable.

Experience working in international organizations and with building partnership relations with global and regional think tanks is desirable.

Work experience in the region is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in one of the working languages of the UN Secretariat, English or French, is required. Knowledge of the other is desirable. Knowledge of Arabic is an advantage.

Assessment

Evaluation of qualified candidates may include assessment exercises which may be followed by a competency-based interview.
