Duties and Responsibilities

BACKGROUND

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Together with governments, the agency is responsible for promoting and consolidating collaboration with all partners, including local authorities, private and non-governmental organizations in the implementation of the Sustainable Development Goals (SDGs).

The Global Water Operators’ Partnerships Alliance (GWOPA) helps water and sanitation operators help one another. Led by UN-Habitat, it is an international network created in 2009 to support operators through Water Operator’s Partnerships (WOPs) – not-for-profit peer support partnerships between water and sanitation operators aimed at enhancing their capacity and performance to provide a better service to more people in support of the SDGs.

The GWOPA Secretariat translates GWOPA’s mandate into strategies and programs. It implements, through collaboration with a range of partners, annual alliance work plans to help ensure WOPs are scaled up and are contributing to water and sanitation service providers’ improved capacity and performance. The GWOPA Secretariat is currently hosted by the Government of Germany.

The Data and Monitoring Systems Consultant reports to the Knowledge Management Programme Officer of GWOPA, within the Urban Basic Services Section of the Urban Practices Branch.

RESPONSIBILITIES

1. Global WOPs Observatory
The consultant will implement the development of Global WOPs Observatory architecture and systems and ensure its proper roll out.

a) Global WOPs Databases
• Implement system design, testing and roll-out of the Data portal among GWOPA team and network members
• implement the design of systems/protocols for the regular collection, cleaning and checking of WOPs’ databases
• Coordinate and/or deliver training to the team and alliance on data systems and tools
• Coordinate platforms, partners and members in the collection and submission of data
• Coordinate trials, collect feedback and work with designer to enhance the portal beyond its beta/trial stage
• Analyze and propose solutions to integrate GWOPA Individual and Institutional Membership Data and the Databases in the Portal. Until the integration of the databases, coordinate the transfer of data to the portal on a monthly basis

b) Performance Management Platform
• Draft script and coordinate with video producer to develop an informative video of the main functionalities of the PMP for EUWOP and other potential users.
• Coordinate PMP roll-out to users from the EU-WOP Programme
• Train and provide follow-up support in the use of the tool
• Compile feedback from users and coordinate with software developer to implement any updates/revisions
• Create PMP notifications to alert users and EU WOP Programme manager of report deadlines ad submissions

c) State of WOPs Report
• Collect data, conduct analysis and prepare graphic outputs and text to contribute to the annual State of WOPs Report, drawing on the suite of quantitative and qualitative WOP information maintained in the observatory

2. GWOPA Monitoring and Reporting
The consultant will also provide GWOPA in the monitoring, reporting (and evaluation) of its own Strategy, workplans, and projects.

a. Prepare the GWOPA annual report and workplan by collecting, analyzing and presenting global and regional data and work narratives
b. Implement the regular monitoring of the GWOPA strategy workplan implementation
c. Collect and analyze data for the GWOPA Strategy mid-term evaluation
d. Implement EU WOP programme reporting, and EU-WOP project partners in the collection and submission of baseline data
e. Coordinate GWOPA Strategy mid-term evaluation by the collection and analysis of information as requested by the evaluators

Qualifications/special skills

Academic Qualifications:
An advanced university degree (Master’s degree or equivalent degree) is required, in International Cooperation/Affairs, Development Studies, Urban Development, Development Planning, Water Engineering/Management or a related field.

Experience:
• At least 3 years working in the field of international cooperation is required, preferably related to urban water and sanitation issues.
• Previous experience working with the UN or other bilateral/multilateral organizations in international cooperation
• Experience drafting reports, proposals, concepts, or guidance material.
• Experience in capacity building, knowledge management, partnerships, utilities is a distinct asset.

Language:
Fluency in spoken and written English is required; knowledge of another UN language will be considered an asset.
